OLD BUSINESS:
Calaway Apartments —1079 N Meridian; new apartment complex. Nothing new on this project for
this week. There will be a meeting with Rob Smith today and we will clarify if they are intending to
move forward and what dates may need to be put on this project. This will be on the agenda for next
week.
Treeline Village (f/k/a Weber Apartments, f/k/a Bloomstone) — Treeline Road; eight 12-plex
apartments. This was passed through ARC this week. They should have their fire hydrant in within a
week. The roadway should be to fire specifications by next week. Public Works has signed off on
this. They have tied the Amended Plat to the C of O. The Developer's Agreement goes to Council
on Tuesday, September 8th. Regarding the tot lot, they have sent cut sheets to Parks. Fincher had
one comment regarding the surfacing. Quiram stated that it will be engineered wood fiber and will be
built to ADA standards. This park will be for 2- to 5-year-olds. Fincher will need a cut sheet on the
Ramada. The proposed Ramada will be a 10' x21' pre-fab unit. He will send the cut sheet on this to
Clawson once he receives it. Fincher is also concerned about how their irrigation will be handled on
Treeline Road. He is waiting for an e-mail to come back on this. This is a homeowners' park
managed by the HOA, including insurance and maintenance. Regarding the sound wall, as long as it's
a 6' wall with a 2' berm, it won't need a building permit. If it's an 8' wall, it will need a building
permit. We need the specifics on what is going in there along with the sound knocked down to 60
dBA or less on the apartment side of the wall. The City will need something that verifies or certifies
that the wall is soundproof. Parker is working on their comments now. This project is passed

through Site Review.
Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. We are still
waiting on some requests for encroachments going into the ROW and for the PUD Amendment to
encroach into the setbacks. Public Works met with McIntosh this week and went through their
comments with him. They looked at the intersection with the handicapped ramps and crosswalks.
We are waiting for some information to come back from him. They are moving forward with the
section of the pedestrian path along the east side of Brendan House. This will be on the agenda for
next week.
Spring Prairie Phase IV — overall site development plan. We met with Blumenstein yesterday. She
was agreeable to all of the conditions and comments given to her. She wants a loading dock area at
the SE corner of Lot J. She has seven tenants that will need loading docks. Coming in off Highway
93 with the approaches, they do not show a boulevard or the sidewalk adjacent to the curb. Sorensen
discussed an option for them. The proposal for issuing the hotel building permit before final plat will
go in front of the Council as a major PUD Amendment. Blumenstein met with Dan Johns yesterday
and they are still working on the Kidsports access. Nygren noted that Blumenstein needs to do the
10' path to the south and the picnic area. Fincher noted that Condition 95 addresses this. He also
stated that Johns told him that Blumenstein does not plan to do the picnic area, as she had thought it
was optional. Irrigation options were discussed. Fincher needs the landscape plan for Reserve Loop,
Highway 93, or around Lots A through I. Sorensen mentioned that if they are installing sidewalks,
they will need to show the 6' boulevards. However, the 20' landscape buffer along the highway will
be put in with each pad. Haskins stated that the only thing Blumenstein is not sure about is on -site
improvements and where the driveways will go. He asked for the sidewalks and boulevards to be
shown where they will be and just labeled as being done by others. Jentz stated that Haskins can ask
Blumenstein to do that. Sorensen noted that it is clearly stated in the PUD. This will be on the
agenda for next week.
Marriot — Spring Prairie 4 (Old Reserve Dr); new hotel. Public Works will be reviewing this soon.
Jentz stated that for every road out there, there should be a sidewalk and a boulevard coming off the
highway. Haskins stated Public Works has had some internal discussion on where their water service
should come off of We will probably address the hotel off of Old Reserve Drive. We typically
require, for operation and maintenance, the water service to be off whatever line it is addressed by.
Regarding fire suppression during construction, the present hydrants are acceptable to Dedman. They
will need to develop the access road all around the building before they can begin construction. This
will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Marriot — The amendment for the Marriot will be going to the City Council on Tuesday, September
8th They may go with the Final Plat or the PUD Amendment or both.

Kirk Property — off of Meridian Court. They are proposing 40 units for senior homes. This will be
going to the Planning Board on September 15th
Zoning Text Amendment for Casinos — Will be going to the Planning Board on September 15t''
OTHER REPORTS:
Hwy 2/Woodland Park Drive — across from the Conrad Complex. KLJ's design for a traffic light
intersection was displayed. This will serve the Rail Park. Discussion was held regarding the right
turn access off of the highway onto Woodland Park Drive. They want comments to be submitted by
September 18th. They have an updated Traffic Impact Study for this intersection. Tabler will be
sending them comments.
Town Pump — drainage pond. Fincher received a call from their landscaper, Dave Reynolds,
regarding the drainage pond. He referred him to the Public Works specs but suggested he contact
Haskins for further assistance.
KRMC — parking lot expansion — expanding off of Heritage. Tabler has been reviewing their plans.
Haskins noted that our pond slope requirements are 3 to 1 as the maximum. Tabler noted they have
some interior to their lot that are approaching 2 to 1, with a combination of slopes. Public Works will
comment on the maintenance abilities. This will be on the agenda for next week.
Agency Referrals — Planning would like to send out Agency Referrals to each department by e-mail
instead of by hard copy. If you find this does not work for you, let Michelle know and she can get
you a printed version.
