08-20-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 20, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Rick Parker, Building Plans Examiner Joe Schrader, Utility Management Supt. Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation), Fran Quiram, (CTA); and Toby McIntosh (Jackola Engineering). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Calaway Apartments —1079 N Meridian; new apartment complex. Nothing new on this project for this week. This will be on the agenda for next week. Treeline Village (f/k/a Weber Apartments, f/k/a Bloomstone) — Treeline Road; eight 12-plex apartments. They will be going to ARC on Tuesday to show them their sample material. Dedman stated they will need to have their hydrants put in and an all-weather access road to the construction area before combustibles will be allowed on -site. Quiram has submitted a trail connection plan for the path. Fincher stated he needs to know what playground equipment they will be using regarding the tot lot and the play structure for 2 to 5-year-olds. They need to work with Fincher regarding the plat conditions for the playgrounds. Fincher noted that the 2 to 5-year old tot lot should go in the center, and the 5 to 10-year-old playground equipment would go in the area just to the north. The "Ramada" that was a condition is a barbeque area with a covered pavilion with security lighting, benches, etc. Clawson suggested they use the 2010 ADA standards for playground equipment. The plat probably does not allow for cash in lieu in this situation. We will need a full set of plans before this is moved through Site Review. The playground construction would need to be in place prior to C of O. We have received their Apartment Association letter. The owners have contacted Charlie Harball regarding the Developer's Agreement. Tabler stated that the existing water main stub -out in the ROW should be removed and a plug placed in the western branch of the tee. Tabler set up the street number addressing earlier this week. The Amended Plat with updated utility easements is in the works per Quiram. They will need to work with Nygren on this. The sound wall needs to have sound knocked down to 60 dBA or less on the apartment side of the wall, and they will need 1 something to show that. Public Works needs a Letter of Acknowledgement from the developer that the increase in impervious area for the development is going to reduce the storage for the retention pond. Tabler does not know if this has been taken care of yet. This will be on the agenda for next week. Parker will be meeting with the builder this afternoon to discuss the drawings. Town Pump — 859 West Reserve Drive; convert existing church to convenience store/gas station/casino. Fincher stated that they need to have more variety with the front landscaping. Tabler noted they need to get the easement for the sanitary sewer on the south side of the roadway. Freyholtz stated they sent MDT a request to get access to the manhole on the Home Depot side. He is not sure how that will work because coming off Reserve they show a sidewalk going up the hill, and that will make it difficult to drive up there. Haskins had sent Sorensen an engineering approval letter. This was passed through Site Review with conditions. Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. McIntosh is still working on Public Works' review comments. Parker stated that he is almost through his review. We are waiting on the path issues to be resolved. This will be on the agenda for next week. Spring Prairie Phase IV — overall site development plan. They need additional sidewalks coming in to comply with the PUD. The sidewalks need a landscape boulevard. Crosswalks need to be concrete at all crossings. Tabler received revised plans that are follow-up to his original comments that he will be reviewing. Freyholtz noted that their approaches have been approved by MDT. They still need to get MDT a signal design. Bus stops/shelters were discussed. In the drainage area, they need to get their landscaping on the outside of the fence. Fincher has reviewed the trees, and will be reviewing the internal landscaping this week. They need an agreement between Blumenstein and Kidsports. The triangle area should, at a minimum, be landscaped. The PUD Amendment that was brought up at last week's meeting was discussed. Sorensen met with City Manager Doug Russell on this. It was decided that this should go before the Council and therefore, is a major amendment. They could consider getting the Final Plat done on this one lot, which would allow a building permit to be issued sooner. A new business looking at developing here was discussed regarding entering, exiting, and their drive-thru needs. There are concerns about stacking into the road. This will be on the agenda for next week. Marriot — Spring Prairie 4 (Old Reserve Dr); new hotel. McIntosh is working through our comments. Sorensen asked about taking out the 7' strip in the middle of the parking lot. McIntosh stated they are okay with it being taken out or go in as a curbed island. Freyholtz stated that MDT has sent out their comments and they are good on all the approaches. They are working through the final design details. MDT will not allow any accesses to Kidsports. There could be a frontage road put in to Treeline. Sorensen noted they may be going in a different direction and do a one -lot Final Plat for this project, with the pad going in by September 21st. This will be on the agenda for next week. 2 NEW BUSINESS: Noffsinger Spring Generator platform — 1000 Lawrence Park Drive. They plan to replace the backup generator. It will be on a pad, and will need a screening wall per their grant requirement. This is a skid -mounted generator with a fuel tank. There are potential flood plain issues. Parks, Fire, and Public Works are all fine with this project, and it is passed through Site Review. PLANNING OFFICE ITEMS: Kirk Property — off of Meridian Court. They are proposing 40 units for senior homes. The two mains concerns are their water line and the ROW dead -ending in their parking lot. Haskins suggested last week that they turn it west and go south down the alley, rather than going down through that lot. The units will need to be sprinklered. Everyone agreed that the water line should be looped. Tabler voiced his concern about snow removal with the dead-end street. Dedman stated there is enough room for fire trucks to turn around. OTHER REPORTS: KRMC — parking lot expansion — expanding off of Heritage. McIntosh brought in some updated photo metrics. Sorensen stated that for our approval on their RV parking, they would have to be there for cancer treatment or family of someone having cancer treatment, and there is no charge for any rental use of the lot. McIntosh stated they will be submitting a Landscaping Plan. He also noted there may be a meeting on Monday, the 24th that Building, Planning, Zoning and Public Works may want to attend. He will let everyone know. Sorensen noted that there will also be a meeting on Friday regarding the bike path with Ted Hirsh and Marcello. This will be on the agenda for next week.
