08-13-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 13, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: Fran Quiram, (CTA); Doug Peppmeier (TD&H); and Toby McIntosh (Jackola Engineering). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Calaway Apartments — 1079 N Meridian; new apartment complex. Haskins spoke with Rob who stated he is working on this project but did not provide a timeframe when he will be sending back responses to our comments. This will be on the agenda for next week. Treeline Village (f/k/a Weber Apartments, f/k/a Bloomstone) — Treeline Road; eight 12-plex apartments. Sorensen sent them an e-mail with a number of comments. Parker will be working on this project soon. ARC will need to see their sample at the next meeting. Fincher is still waiting for landscaping information, including the tot park. Dedman is okay with the hydrant layout. He will require an all-weather access road to the construction area before combustibles will be allowed on - site. Quiram noted that Jim Davis, the original developer, is working on the "Z" lots to the north. He is also responsible to continue down Treeline. The trail connection plan needs to be coordinated with Parks. Peppmeier noted that the 8' wide trail has been put in down the center of the project with landscape islands at each end to delineate where the path is going to be, along with ramps for vehicle access. Haskins stated that they may need to truncate those down a little. They need to show how trails and sidewalks within the development will connect with future trails and sidewalks. They revised the mailbox area with striping and an ADA ramp with tactile warning strips. The strips should not be put in there. Maintenance of the landscaping, paving, snow plowing, etc. will be taken care of by the project owners instead of an HOA. The owners will meet with City Attorney Charlie Harball regarding the Developer's Agreement. They need to submit application for their Stormwater Management Permit and their Driveway Permit to Public Works. The property lines have been highlighted. Haskins is working on the street addressing. Each building will have a separate address. They need to amend the Plat regarding the utility easements to show what is there. The sound wall 1 will need to be installed prior to C of O. Haskins stated they will need to cut into the new street to remove the old water main stub. Public Works still needs to review the updated plans. They need to note what they are doing as far as removing abandoned lines. Sewer lines need to be capped right at the main as well. They will be submitting updated plans. This will be on the agenda for next week. Town Pump — 859 West Reserve Drive; convert existing church to convenience store/gas station/casino. Haskins is sending them a conditional letter today or tomorrow. Parker is just getting started on their review. This will be on the agenda for next week. Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. Public Works met with McIntosh regarding this project yesterday. McIntosh is working on Public Works' review comments. Sorensen went through items that are still needed. ARC is still pending. We need to get together on the details on the pedestrian path. They need to complete the PUD amendment for the setbacks. We also need a parking analysis. Regarding the ROW encroachment, McIntosh stated that City Attorney Charlie Harball and Attorney Bill Astle have reviewed and approved the draft format, with only the PUD Amendment still pending. McIntosh noted that they are working on some schematic work for the north side right now and are trying to get the path to fit through there. He will have to visit with Marcello about the south end. McIntosh asked if they are approved for the connector along the north and south end of Brendan House. Sorensen stated that they won't approve one portion until we know how the other portions will come together. We will need to have their full plan in place and installed before C of O. This will be on the agenda for next week. Spring Prairie Phase IV — overall site development plan. Planning will get their comments out tomorrow or Monday. Sorensen will be meeting with Fincher tomorrow on landscaping. Their Lighting Plan, Developer's Agreement, the Traffic Impact Study, and the approaches have already been discussed. Haskins stated they have reviewed their stormwater area. Tabler noted they don't have the setbacks they need from the property line, and they are going to request a slight deviance. They will be required to put up green, vinyl -coated fencing at the top of the pond. The handicapped striping that goes into the driving aisles is questionable. They need to have concrete and not painted striping. Sidewalks should have a raised concrete surface for separation from traffic and parking. They need additional sidewalk in specific areas. Regarding the PUD Amendment to allow construction before Final Plat, they are fine with waiting until after all plans are approved and they have commenced construction. That being the case, are we in agreement to say this is a minor amendment to get the building permits issued prior to Final Plat? They would need to have a Public Works' approved engineering design; MDT approval of approaches; Site Review Committee approval; Architectural Review Committee approval; completed building plans review; fire suppression in place; and diligently pursuing construction. If all seven of these conditions are met, than we wouldn't require Final Plat to issue the building permit. The committee agrees to this being a minor amendment. There was talk about the Shops building going ahead, also. Are we okay with having two building permits issued prior to Final Plat? The committee agrees that is not an issue. An all-weather road for fire will also be required. This will be on the agenda for next week. NEW BUSINESS: 2 Marriot — Spring Prairie 4 (Old Reserve Dr); new hotel. This went through ARC on Tuesday. We are still waiting for comments from MDT regarding their Traffic Impact Study and the approaches. They need to get their Stormwater Permit completed. They will need to get together with our City Attorney to complete a Developer's Agreement with the PUD, which is more to do with the overall site plan and not with the Marriot, but it needs to be completed before a building permit can be issued. Landscaping was suggested for "blank" areas. The crossing area needs to be concrete and not just painted. Fincher will need updated landscaping plans. The tree located at the NE corner of the site will need to be moved as it impedes the clear vision triangle area. The 7' area that is striped - off asphalt will need to be landscaped. They need to have 5% of their interior parking area landscaped. McIntosh stated that Marriot requires 50% of their parking to be adjacent to a walkway. They still need to submit a Lighting Plan. McIntosh stated the Kidsports access is still not decided between the owners. PLANNING OFFICE ITEMS: Kirk Property - off of Meridian Court. They are proposing 40 units for senior homes. They are looking for CUP approval. They are planning to loop the water line there. This may render the adjacent lot unbuildable. Haskins suggested they turn it west and go south down the alley, rather than going down through that lot. Sorensen noted that the ROW will dead end in their parking lot. Willow Creek — An Extension for a Plat has come in from the bank that now owns this. Part of this is based on there being a PUD in conjunction with it. This would only be extended for a few weeks. OTHER REPORTS: KRMC — parking lot expansion — expanding off of Heritage, not quite into the gravel pit. McIntosh believes that ultimately they will need access onto Grandview. Sorensen stated that all the dimensions are in there, there is landscaping, and good sidewalk connections that run through. They need to be sure that the lighting works, especially since it is close to residential areas. They will need fully shielded lights. Regarding the RV parking, the concern is that it's separated from everything, it's much further away from the buildings than it was before, and it has sanitary sewer connections for the existing area. The zoning there does not provide for an RV park. The location and elevation of the RV parking was discussed. McIntosh stated they have a fixture or fitting for the RV's to hook up to, and from a sewer standpoint, they have it setup where if they have a hose that can thread it, it can thread into that fitting. Discussion was held regarding their stormwater pond, and McIntosh presented some of their future possibilities.
