PERFORMANCE BOND REMINDERS: We are waiting for the Warranty and Maintenance
Bonds for Mountain Vista IV. When received, we will return their SIA bond.
OLD BUSINESS:
Calaway Apartments — 1079 N Meridian; new apartment complex. Public Works sent out
comments yesterday. This will be on the agenda for next week.
Treeline Village (f/k/a Weber Apartments, f/k/a Bloomstone) — Treeline Road; eight 12-plex
apartments. Public Works sent out comments yesterday. They will need to amend their plat because
of their easements. Fincher is working with them on the tot park. They will be relocating the
pedestrian path. Public Works needs access to the utilities with an approach. Regarding
combustibles on the apartment side, Dedman stated they will have to have access to whatever
buildings they are working on, as well as water access. They will need some type of roadway and a
water system. Haskins noted that they do have to relocate some fire hydrants and we do have some
changes to the main, so that should be done before they start construction. This will be on the agenda
for next week.
Town Pump — 859 West Reserve Drive; convert existing church to convenience store/gas
station/casino. Public Works has received responses to their comments and will be reviewing them
soon. The BPA easement limits the type of trees that can go on this project. Sorensen has asked
them to work with Fincher on their landscaping. They will have a monument sign about 30' to 40'
from the ROW line. Haskins stated that Public Works will need an approach access off of Reserve to
the manhole. They will be redoing their radiuses on their approach. This will be on the agenda for
next week.
Kalispell Regional Medical Center — 310 Sunnyview; ER Addition/Renovation. Sorensen had a
number of comments about the pedestrian path that is required. We will be meeting with them but it
has not been scheduled yet. Public Works is still working on their review. Haskins noted their
pedestrian crossing at the intersection right next to the building needs to be changed from diagonal
ramp crossings to putting in perpendicular crossings at all corners. He also requested a crossing at
the patient drop-off area. Sorensen noted that they need to make the connection to create a fully -
developed pedestrian connection all the way around the building, which needs to be done with this
project as it is a PUD requirement. Davis voiced her concerns about the pedestrian path being
completed. She is also concerned on what impact there will be on the T intersection of Claremont
and Conway regarding traffic and closure during the construction period. Haskins stated that they
will try to keep at least one lane open during the majority of the construction. The staging area would
be determined by the hospital. Dedman stated they will need to keep a lane open most of the time
during their construction for fire access. This will be on the agenda for next week.
Popeye's — 201 18th St E; new restaurant in front of Burger King. They are basically going with their
original plan. There will be a curb put in along the sidewalk. With their drive-thru, their stacking
could be backed up across the accessible route. They could put in a crosswalk stripe. They will be
adding a pork chop with a tree to define the driving lane. No grades over 2% on the crossing. Public
Works is okay with this other than the sleeving for under the sidewalk. Fire is okay with this project.
Fincher will be going over today. This will be going to ARC on Tuesday. Review of the building
plans is in progress. Sorensen requested their Photometric Plan be submitted. This is moved through
SRC pending approval by Parks.
Spring Prairie Phase IV — overall site development plan. Next week, we will discuss the plans for
the hotel. Regarding the building permit issue, we had previously determined that this would be a
major amendment. After some discussions, they are more willing to wait for Site Review, approved
plans, and having the site under construction to get their building permit. We will revisit that
discussion next week to determine if this is still a major or perhaps a minor amendment. Regardless
of what we do as far as issuing a permit prior to final plat is having the fire access in there, having an
operable hydrant and all-weather roads. Svoboda stated they plan to put a hydrant in the NW corner,
across from the fire hall. Dedman noted that they need accessible water within 300'. The shared
Kidsports access won't be going in yet; MDT may not approve it. Freyholtz stated that MDT may
not allow access, and there will be no signal west of the highway at this point. MDT has not yet
completed their comments. They will copy those to Public Works. Tabler stated Public Works is
waiting for revised plans to come back. Parks has not reviewed this yet. This will be on the agenda
for next week.
NEW BUSINESS: None.

PLANNING OFFICE ITEMS:
Kalispell Regional Healthcare — The Growth Policy Amendment and the Zone Change, second
reading, was approved by the City Council on August 3ra
They will probably be bringing in the parking lot expansion soon.
Downtown Parking Zone — This was also approved at their second reading.
There is nothing on the agenda for August.
In September:
Kirk Property - off of Meridian Court. They are proposing 40 units for senior homes. They are
looking for CUP approval.
Immanuel Lutheran Expansion —They are planning a 4-phase project that will include connecting
the buildings, remodeling, adding a 24-bed memory care facility to Buffalo Hill Terrace and then to
the south of that building a new 3-story, over parking garage, senior living area. They plan to do the
IA phase by the end of next year.
