Also present: City Manager Doug Russell, Police Chief Roger Nasset, Captain of Administration
Wade Rademacher, and Fire Chief Dave Dedman.
Impact Fee Committee member Merna Terry was also present.
Mayor Johnson called the work session to order.

1. Review of Police and Fire Impact Fee Committee Recommendation
Russell gave an introduction to the Impact Fee Committee recommendations and turned the
discussion over to Rademacher to discuss the Police impact fees.
Rademacher related how the committee came up with the numbers, taking the fees until 2035, and
detailed the KPD's space needs.
Rademacher acknowledged the recommended fees are a large increase, stating the old numbers are
outdated, and answered questions.
Kluesner suggested the impact fee for apartments be greater than the impact fee for single family
houses because they receive more services, and that the commercial impact fees be increased as well
because of "transient" populations.
Guiffrida noted his concern is that the need is now, not years down the road, but bonding won't work
if the growth does not happen.
Kluesner remarked that the city may be pricing people out with impact fees now.
Guiffrida commented that it would not be in good faith to change the growth rate on this equation
when it has already used it for other impact fees this year.
Kuntz clarified that costs are estimated at today's building rates, not 2035's.

Dedman presented a PowerPoint on the Fire Department's recommended impact fees.
In response to a question from Kluesner, Dedman stated that impact fees cannot be used to pay for
EMS or staff.
Dedman remarked that they have enough space for personnel, but must park their summer equipment
outside in the winter because there is not enough parking for their trucks.
Dedman answered additional questions.
Mayor Johnson asked to see the history of the impact fees and commented the city needs to reach out
to the community to see if growth is being hampered now.
Guiffrida commented the city should be moving on alternate funding plans as well, for example
taking a percentage off the top of the new tax base for capital improvements.
It was determined that another impact fee work session will be held, with invitations being extended
to state legislators.
Public Comment
None.
Russell noted there is nothing scheduled for a work session on August 10, but there could be an
executive session held to review his evaluation.
