07-30-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 30, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Fred Bicha, Parks Superintendent Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: Ryan Pokorny (Kramer Enterprises); Brandon Theis (RPA); Doug Peppermeier (TDH); and Dillon Tabish (Flathead Beacon). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Calaway Apartments — 1079 N Meridian; new apartment complex. Public Works will be sending out comments today or tomorrow. This will be on the agenda for next week. Treeline Village (f/k/a Weber Apartments, f/k/a Bloomstone) — Treeline Road; eight 12-plex apartments. This went through Architecture Review this week. They had two issues that will need to be addressed. The bike path connection will need to have a connection in the middle of the project, as MDT built the path along the road and it will be on the other side of the sound wall. Peppermeier stated that they will move their handicapped space. Sorensen noted that the PUD called for a private tot park. They need to coordinate with Parks on this. The middle area near the bike path would be an ideal area. Haskins noted that the mailboxes need to have sidewalk access. Sorensen noted that in compliance with the PUD, they will need to contact our City Attorney regarding a Developer's Agreement, and also show that there is a formation of an Apartment or Condominium Association. This is under review in Public Works. Fire is okay with this project. Haskins asked about a current 20' section of pipe that is stubbed out and Peppermeier agreed that it is not needed now. They will need to plug the T. The sound wall is being put in by the developer with a 2' berm and a 6' fence. Haskins stated we will need an access curb at the end of the bike path for the City to maintain their water and sewer. They need to get a complete updated set of plans into the Building Dept. to move forward. This will be on the agenda for next week. Town Pump — 859 West Reserve Drive; convert existing church to convenience store/gas station/casino. This went through Architecture Review this week. Public Works is waiting for revised drawings. They are going to provide an access for Public Works to their manhole on Reserve. Haskins noted that Public Works standards for underground detention require access ports, with a minimum requirement of 30" for the ports. The pipe they are using is a 48", so they are going to ask for a deviation from standards just to give a port for flushing, and have access to back out of Fire is okay with this project. This will be on the agenda for next week. Kalispell Regional Medical Center - Public Works has received updated plans and Tabler will begin his review today. They need to work with Charlie Harball regarding their approach. Parker is close to being done with his review. They will also need a PUD amendment. This will be on the agenda for next week. Popeye's — 201 18th St E; new restaurant in front of Burger King. They met with Zoning and Public Works' personnel yesterday to discuss how this will work with the Guest House Inn parking lot. They discussed the drive-thru lane and how to define it more. Pokorny stated that Guest House will basically be sidelining the whole thing. The original plan from RPA showed only sidewalk that they were bonded to. They will have the site improvements stopping at the property line, instead of going on to the adjacent property owner. Theis asked if the City is okay with more curb and gutter to the north, and if the City would fund it, to make that approach whole. Haskins replied that there isn't money available to do this portion. Theis stated that if we require it to be done, they will let their client know that. Striping would remain the same. Sorensen stated that ARC will need to sign -off on this because of the elimination of green space. He will inform Steve with Guest House of what they have decided. They will be moving the handicapped space to the SW corner. Landscaping was discussed. The approach was discussed. This will be on the agenda for next week. NEW BUSINESS: Spring Prairie Phase IV — overall site development plan. The trees are down from this site. The subdivision review is going on. The other half of the review is to have the overall site design approved through Site Review. Then as development of the individual lots comes in, we would review how it plugs in with the overall layout in addition to how the site itself works. The hotel site plans should be coming in soon. The box of four small shops will also be coming in soon. The hotel is looking for options to get their project moving forward sooner. Haskins noted that their accesses are not lining up with the interior. There should be curb along the front lots. Sorensen noted that the PUD request for a picnic area needs to be addressed. The interior road system along with the curbing and connections were discussed. The traffic signal light and their approaches need to be approved by MDT first. The proposed 4' vinyl -coated, chain -link fence to go around their stormwater pond was discussed. Water, sewer, stormwater, and access points all need to be figured out before any building permits will be issued. This will be on the agenda for next week. 2 PLANNING OFFICE ITEMS: Kalispell Regional Healthcare — The Growth Policy Amendment and the Zone Change, second reading, will be going before the City Council meeting on August 3ra Downtown Parking Zone — This will be going before the Council for second reading as well. There is nothing on the agenda for August. In September: Kirk Property - off of Meridian Court. They are proposing 40 units for senior homes. They are looking for CUP approval. Immanuel Lutheran — Parker spoke with their architect. They are planning a 4-phase project that will include connecting the buildings, remodeling, adding a 24-bed memory care facility to Buffalo Hill Terrace and then to the south of that building a new 3-story, over parking garage, senior living area. They plan to do the I't phase by the end of next year. OTHER REPORTS: Westview Estates — 48 North met with Public Works regarding a preliminary site plan for their next phase. Haskins stated that their fire hydrant needs to be at the end of the water main that they are extending out. He and Dedman discussed the fire hydrant locations. A lot of the services that are shown on this preliminary site plan do not actually exist, so there will be new ones. Haskins stated they did talk to them about no bump out, referring to what is shown on their plan. They will need to sign their private alley/road. They will have some sort of detention underneath the driveways. Captain's Marine — They are changing their water line. They needed to have fire service lines in order to have their flow reductions that they were using there. They will need to replace the 12" extension with an 8" extension, which they have done. They are showing that as their extension. They are not showing the fire service lines any more. The assumption that is being made is that this will be looped and they will be able to meet their minimum flows. What they are using in their report is 2750 as their design flow. Somehow they need to show that the connection is being made and that they can serve it for 3500 gpm fire flow prior to the Certificate of Occupancy.
