07-23-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 23, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Mark Crowley, Construction Manager Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Dell Phipps, Industrial Pre -Treatment Coor. Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: James Freyholtz (Montana Department of Transportation); Jenna Svoboda (Jackola Engineering); and Ryan Pokorny (Kramer Enterprises). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Calaway Apartments —1079 N Meridian; new apartment complex. This is currently under review by KLJ. Nothing new to report at this time. This will be on the agenda for next week. Treeline Village (f/k/a Weber Apartments, f/k/a Bloomstone) — Treeline Road; eight 12-plex apartments. This is scheduled for next Tuesday for Architecture Review. Haskins noted that Public Works is waiting for some updated engineering on the water model to show what's currently installed to meet minimum fire flows. Sorensen noted that they will be pulling their permits for the Z lots soon. They need to work with Chief Dedman regarding combustibles. This will be on the agenda for next week. Town Pump — 859 West Reserve Drive; convert existing church to convenience store/gas station/casino. Haskins stated Public Works will be sending out review comments today. Fincher stated trees are limited because of the overhanging power lines, and BPA has strict limitations. Sorensen noted they have a Flood Plain Development Permit for bank stabilization from DNRC. Crowley requested that we require pedestrian access from Reserve to the building. Sorensen and Jentz noted they are not in the PUD and there was no CUP requirement from the Council, so we cannot require it. Crowley asked if we could require it based on the zoning code. Sorensen noted that the zoning says we are supposed to consider pedestrian connectivity, but it doesn't require it in every situation and there really isn't a natural place to put anything that would run through the 1 parking lot. Discussion was held regarding this. This will be on the agenda for next week. Kalispell Regional Healthcare — 310 Sunnyview; ER Addition/Renovation. Jentz stated that we had asked for a comprehensive plan that takes you up to Sunnyview and over to Claremont, but they are still missing those two pieces. Sorensen stated that we also talked about making some other connections coming off in that general area, and that is why we asked for a meeting for them to come in and discuss it. Jentz mentioned that we had asked for an interim plan to go north up to Sunnyview. They just need to submit more information. Nygren mentioned that we received a lot more public comment, too. They also need to do a PUD Amendment because they are encroaching into the public ROW. Our City Attorney needed something in this regard, also. Haskins stated that they were talking about regrading the intersection so the drainage would change, and the crosswalk would change. Discussion was held on the specifications of the path. This will be on the agenda for next week. Spring Prairie Phase IV Hotel Pad — PUD amendment request related to infrastructure requirements prior to issuance of building permits. They would like to start construction while the infrastructure is being completed and are seeking two foundation permits as soon as possible. Haskins stated that it is too early in their review at this point to allow this. The approaches have not been settled on yet, either. The committee agreed that this is a major change, it is premature, and there is too much risk at this point. Their request will be sent to City Council unless the applicant withdraws their request. Public Works is having KLJ do a parallel review with them. Tabler went through some of Public Works' initial comments for discussion. (1) They are using the International Fire Code instead of a determination made by KFD regarding the allowable deduction for a sprinklered building. (2) The Traffic Impact Study looked at the two approaches going to the north up to Reserve Loop without the bypass being in place. They predicted that when the bypass is in place, that a traffic signal would be warranted, but they didn't go through and actually run those calculations for the warrants. We think that should be looked at. Freyholtz stated that MDT is still working with them on this but nothing is finalized yet. He will send Haskins their comments on the Traffic Impact Study. (3) The PUD Resolution had sidewalk requested for the west lot lines of Outlots A and C. That's not part of their current plan. (4) Curb and gutter is not proposed around the outside of the parking lot, and we think that with those outlots we're not sure where those approaches are going to be. Haskins stated that it is interior to the development and not a ROW issue. It's more of a Site Review comment. His concern is that if they're paving without the curb and gutter and then putting it in as the outlots build out, it will not end up with as good of a product. Sorensen stated that normally curb and gutter is tied more to the storm drainage than anything else. Haskins stated that the storm would function because they valley their whole parking lot, so it would all be outflow curb. Nygren noted that there is curb along 93 the whole distance. Haskins stated the pedestrian path would need to be the whole length of the property, but currently it is proposed to stop just at their southern approach. Tabler stated that since it will be a signalized intersection, we would want at least a pedestrian landing at the SW quadrant. Freyholtz stated that MDT will require that. (5) The current layout does not appear to show enough truck turnaround width behind the anchor stores. Sorensen noted that there is only basic information for loading berth areas. (6) The PUD had called for picnic areas in addition to the path that connects with the Kidsport's area. Fincher noted that we need to make sure those improvements are done and we should check with Dan Johns with 2 Kidsport's. DNRC needs to approve movement of the dirt from Kidsport's to the pond area before the dirt is moved. This will be on the agenda for next week. NEW BUSINESS: Spring Prairie Phase IV — PUD amendment request related to height of hotel. Jackola submitted an Application for PUD Amendment on the height of the hotel to go to 54' instead of 40'. Sorensen noted that if this was a straight B-2 zone, this would have a maximum of 60'with a CUP pursuant to certain conditions. The committee agreed that this is a minor change, and there were no concerns. Svoboda stated that the location Chief Dedman had suggested for a fire hydrant would be a long run to get it all the way over there and asked if they could have it off of Reserve Loop on the back end. Dedman agreed to the new location. Popeye's — 201 18th St E; new restaurant in front of Burger King. Curbing along 3rd was discussed. Pokorny stated that they are basically centering one approach on their property and taking the green belt that splits the intersection. They want to eliminate that curb and do bumpers, so there will be grass up against asphalt. They have 28 parking spaces with the new design. Burger King and Popeye's could give an easement to allow the Guest House (Wa The Outlaw) to back into their property or offer to stripe their parking lot with angled, one-way parking. They plan to grass up to the property line. Public Works may require a handicapped ramp to go across 18th Street East to the south corner. Landscaping was discussed. They need to make sure they have a three-foot clearance for pedestrians on the sidewalk. Pokorny noted that the parking counts were included in RPA's original submittal. Drainage was also discussed. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Kalispell Regional Healthcare — The Growth Policy Amendment and the Zone Change were approved at the first reading at the City Council meeting on July 20th Downtown Parking Zone — This was passed through the first reading as well. There is nothing on the agenda for August. In September: Kirk Property - off of Meridian Court. They are proposing 40 units for senior homes. They are looking for CUP approval. Immanuel Lutheran — Parker spoke with their architect. They are planning a 4-phase project that will include connecting the buildings, remodeling, adding a 24-bed memory care facility to Buffalo Hill Terrace and then to the south of that building a new 3-story, over parking garage, senior living area. They plan to do the 1st phase by the end of next year. 3 OTHER REPORTS: Mini Storage on Meridian — Administrative CUP. They are going to do a boundary line adjustment and put in additional storage units next to Tire Rama. They will have a 6-ft. chain -link fence, which matches their existing fence. They have a gate in there. Chief Dedman asked about water supply into the facility itself The only real hookup they have is in front of Tire Rama. He will probably require a fire hydrant in their complex. Sorensen requested that comments be submitted by the committee members no later than next Thursday's Site Review meeting.
