A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M.,
MONDAY, JULY 13 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL,
MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM
ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA,
TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT.
Also present: City Manager Doug Russell, City Attorney Charles Harball, Public Works Director
Susie Turner, and Budget Resource Manager Terri Loudermilk.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Proposed Evergreen Sanitary Sewer Treatment Agreement
Russell gave a brief history of the agreement and turned the discussion over to Turner.
Turner detailed the proposed changes to the agreement, noting the current agreement expires July 25,
2015, and explained the formulas.
Turner answered questions.
Jack Fallon, President of the Evergreen Water & Sewer District Board, also answered questions.
There was discussion regarding the historic discharge limit and the 100,000 gallon reserve for
Evergreen.
There was discussion regarding the District boundary line.
Russell commented that, if possible, this will be placed on next Monday's Agenda.

MAYOR/COUNCIL/CITY MANAGER REPORTS
Russell noted the Flathead Parking District will be on the July 20 Agenda and the July 27 work
session will cover fire and police impact fees.
