A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M.,
MONDAY, JUNE 22 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL,
MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM
ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA,
TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT.
Also present: City Manager Doug Russell, City Attorney Charles Harball, Parks Director Chad
Fincher, and Planning Director Tom Jentz.
Mayor Johnson called the work session to order.
1. Parks Update
Fincher presented a general update to council on the various partnerships the Parks Department has
made, including Friends of Lawrence Park, Paws to Play, the Boulder Project, and the Inclusionary
Playground.
Fincher answered questions and there was discussion.
2. Flathead Residential Parking District
Jentz detailed some history of the Flathead Residential Parking District and explained the changes in
this draft of the district, including that the district will cover 13 blocks.
Jentz explained that Elrod could solve their parking problem by using the asphalt that is already
there, and that Flathead High School is planning to add approximately 25 more parking spaces to
their inventory. He also explained the new proposals for the parking district plan, including two free
permits for residents and the ability to park on either side of the street; students must park on only
one side of the street or avenue with a permit. He remarked that paid permits will have to pay for the
signage over time.
Jentz answered questions.
There was lengthy discussion.
Public Comment
Rick Wolf, 546 Third Avenue West, remarked this is the school district's problem and it has been
going on for years; the school has to control the students and it is not a joke.

Karlene Osorio-Kohr commented this proposal may solve the school's parking problem, but does not
solve the residents' parking problem; it will accelerate rentals. She said if council proceeds with this
plan, there will be litigation.
Marta Moore, 546 Third Avenue West, noted she has to deal with this all year round and said this
proposal is trying to appease the school and is not trying to fix the residents' problems.
Iris McCauley, 808 Second Avenue West, remarked that a handicapped person should not have to
haul their groceries across the street because they can't park in front of their house.
Donna Smith, 839 Third Avenue West, said she is very happy the streets are back in the parking
district, but the school district needs to do more. She offered suggestions.
Gail Metcalf, 626 Second Avenue West, stated she is concerned about how students will be
monitored.
MAYOR/COUNCIL/CITY MANAGER REPORTS
Russell noted that next week is a 5th Monday and there is no work session scheduled; the next
regular meeting will be on July 6.
Kuntz stated he attended the TOPS convention on Friday morning and it was a very nice effort by the
convention center to promote Uptown Kalispell.
Mayor Johnson announced he has a call scheduled with Senator Tester on Tuesday.
The work session was adjourned at 8:50 p.m.
