P.M., MONDAY, JANUARY 5, 2015, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, CHAD GRAHAM, PHIL GUIFFRIDA, ROD KUNTZ, SANDY CARLSON, AND KARI GABRIEL WERE PRESENT. COUNCIL MEMBERS TIM KLUESNER AND WAYNE SAVERUD WERE ABSENT. Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Aimee Brunckhorst, Police Chief Roger Nasset, Parks & Recreation Director Chad Fincher and Public Works Director Susie Turner. CALL TO ORDER Mayor Johnson called the meeting to order and led the Pledge of Allegiance. A. AGENDA APPROVAL Guiffrida moved to approve the agenda as presented. The motion was seconded by Graham. The motion carried unanimously upon vote. a CONSENT AGENDA APPROVAL 1. Council Minutes - Regular Meetiniz - December 15, 2014 01-05-15 Council Minutes 2. 2015 Urban Forestry Tree City of the Year Grant Kalispell City Council Minutes January 5, 2015 Page 1 Urban Forestry Tree City of the Year Grant 3. ordinance 1750 Second Reading - Expandinia the Light Maintenance District and Adjusting the Assessment Ordinance 1750 Expanding Light Maintenance District Atkinson moved to approve the consent agenda as submitted. The motion was seconded by Guiffrida. Atkinson, Carlson, Gabriel, Graham, Guiffrida, Kuntz and Mayor Johnson voted in favor. Kluesner and Saverud were absent. The motion carried unanimously upon vote. C. COMMITTEE REPORT L" E. None PUBLIC COMMENT None. PUBLIC HEARING - BUDGET AMENDMENT Mayor Johnson opened public comment on the public hearing. None. F. REPORT SIRECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION 1. Resolution 5699, Budget Amendment This resolution amends the budget for the appropriation of $10,976.24 of Homeland Security forfeiture funds. City Manager Doug Russell provided a brief staff presentation on this item. Guiffrida moved to approve Resolution 5699, a resolution to amend the annual appropriations of the City of Kalispell, Montana as set forth in the 2014-2015 budget adopted by the City Council. The motion was seconded by Carlson. Atkinson, Carlson, Gabriel, Graham, Guiffrida, Kuntz and Mayor Johnson voted in favor. Kluesner and Saverud were absent. The motion carried unanimously upon vote. Kalispell City Council Minutes January 5, 2015 Page 2 2. Special Alcohol Permit for the Flathead Valley Hockey Association Craft Brewers Festival and Hockey Tournament. Special Alcohol Permit City Manager Doug Russell provided a brief description of this item. Public Comment None. Guiffrida moved to approve the permit for the sale and consumption of alcohol on January 249 2015 from noon to 8 p.m. at the woodland Ice Center for the Craft Brewers Festival and Hockey Tournament. The motion was seconded by Gabriel. The motion carried unanimously upon vote. 3. Council Travel related to Core Area Redevelopment and State Legislative Sessions Council Travel memorandum City Manager Doug Russell provided a staff presentation on this item. Public Comment None. Gabriel moved to authorize City Council travel expenditures related to core area redevelopment and state legislative sessions. The motion was seconded by Atkinson. Graham provided discussion on this motion. The motion carried unanimously upon vote. G. MAYORICOUNCILICITY MANAGER'S REPORTS (No Action} City Manager Doug Russell reported on the following: The Pawn shop ordinance and growth policy are currently on the draft agenda for the work session next week. Public Works Director Susie Turner is very appreciative of equipment replacements and purchases that Council has approved over the last few years as it has helped during the major snow event Kalispell has been experiencing. Kalispell City Council Minutes January 5, 2015 Page 3 City Clerk & Communications Manager Aimee Brunckhorst has been reviewing social media platforms and has put together a group to review a potential social media policy that we anticipate rolling out within the next 2 to 6 months. She is also looking at upgrading our video equipment so we can do more than a six hour tape loop and can do digital programming that could include advisories, PowerPoints, etc. Mayor Johnson reported on the following: Legislative House District representative Ed Lieser forwarded two copies of local options sales tax legislation that he would like the councilor's commentary on. They will be forwarded to the rest of the council. Mayor Johnson will be going to Helena on Friday on other business and could stop by to relay comments to Mr. Lieser. The water Rights Compact Commission is holding a meeting on January loth at the Hilton Garden Inn at 9 a.m. reviewing the amended water compact that the state and tribes have worked on. Mayor Johnson will try to attend but would encourage anyone else who is interested to attend. H. ADJOURNMENT Mayor Johnson adjourned the meeting at 7:18 v*nl.
