A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M.,
MONDAY, JUNE 8 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL,
MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM
ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUHTRIDA,
TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT.
Also present: City Manager Doug Russell, Finance Director Rick Wills, Public Works Director Susie
Turner and Budget Resource Manager Terri Loudermilk.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
FY 2016 Budget Review
Russell presented a general overview of the entire budget, stating that most of the increases have
been offset by decreases in other places and there have been policy shifts that contributed to the
increase.
Russell went over the General Fund department budgets and answered questions.
Turner presented some of the upcoming Street projects and Water Fund projects and answered
questions.
There was discussion regarding moving to monthly billing for the Water Department, including
hiring a fourth person for the front desk who would be split between Water and Sewer; Loudermilk
answered questions.
Kluesner suggested the city look at privatizing the water billing.
Turner described other changes to the Public Works budget and answered questions.
There was discussion.
Russell detailed the Community Development budgets and answered questions.
Russell concluded by presenting the Information Technology budget, including adding new AN
equipment and updating the website, and answering questions.
There was discussion regarding cost increases.
Russell suggested adjourning for the evening and picking it up again Tuesday night.

School.

The work session was adjourned at 10:15 p.m. and was reconvened at 7:00 p.m. on Tuesday, June 9,
2015.
RECONVENE

P.M., TUESDAY, JUNE 9 IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. COUNCILOR TIM KLUESNER PRESIDED. COUNCIL
MEMBERS JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM,
PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT. MAYOR MARK JOHNSON WAS ABSENT.
Also present: City Manager Doug Russell, Finance Director Rick Wills, Police Chief Roger Nasset,
Fire Chief Dave Dedman, Parks Director Chad Graham, and Parks Administrator Lisa Simmer.
Councilor Kluesner called the second budget work session to order.
Nasset presented the Kalispell Police Department budget and answered questions.
There was discussion.
Dedman presented the Kalispell Fire Department and EMS budgets and answered questions.
There was discussion.
Fincher discussed the City Facilities budget and answered questions.
Fincher presented the Parks budgets, including the pool, trails, Urban Forestry and facilities, and he
and Simmer answered questions.
There was discussion.
Russell presented the Airport Enterprise Fund and answered questions.
Wills discussed the possibility of refunding the City Hall loan and answered questions.

There was discussion regarding various bonds.
Russell inquired whether council would like a resolution regarding a surplus policy on revenues and
one-time revenues; the answer was affirmative and one will be presented at a later date.
