06-11-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 11, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Beehive Homes — 242 Stillwater; new assisted living/memory care unit. Building and Public Works are still reviewing this project. Haskins will be sending out comments on Friday. This will be on the agenda for next week. Calaway Apartments — 1079 N Meridian; new apartment complex. Jentz has sent out a letter requesting them to get a final approval on the Public Works infrastructure design issues or final approval of their plans and Building Permit issues addressed by a date specific or their CUP will be void and they'll have to start over. There has been no response received yet to this letter. This will be on the agenda for next week. 91/93/97 Financial Drive — new four-plex CUP. Parker has not yet received any new drawings regarding their fire walls. Public Works has not received their plans yet. This will be on the agenda for next week. Captain's Marine — Hwy 93 S; new retail building. Comments have been sent out from Building and Public Works. They will be required to fire sprinkler their buildings because of the reduced fire flows from the interior lines. This will be on the agenda for next week. Canvas Church — 255 Summit Ridge; expansion of existing church. Resubmittal plans have been received and are being reviewed by Public Works and Building. They still need to complete their Geotechnical Soils Report. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: KRMC Parking Lot Expansion and Zone Change — This was approved at the Planning Board Meeting regarding the growth policy and zoning map amendments. KRMC met with a lot of the community members after the hearing to discuss some of their plans and what KRMC can do to be better neighbors. The screened area where Swank's utility storage site is located was also discussed. This will be going to the City Council on July 6th with a Resolution of Intent. OTHER REPORTS: Bloomstone — Dedman mentioned that the roads are not in there and it is just a plowed field right now. They will have to have all-weather access prior to combustibles. They will need to have a hydrant within 300'. Sorensen stated that have said there is a hydrant out there and charged. Crowley stated that the only hydrants that are charged are on Treeline Road. Anything internal is not. They still have some repairs to do with the sewer that was put in seven years ago. Jentz mentioned that they still plan to do 25 houses this summer. Pentelute Property — Freyholtz stated that he had been contacted by the owners of the property in between the Cowboy Church and the Armory regarding access. He told them they would probably not get full access; 3/4 might be possible. Nygren noted that they will be putting a plan together to submit. It will include 17 housing units and 5 commercial businesses. He believes it has been annexed. Jentz stated that we would be looking for berming with setbacks, landscaping, and internal businesses/offices, not retail. He has told them that they would maybe be allowed right in, right out access. An internal system would be better for the whole neighborhood. Entering and exiting is the main issue with this project. Mark Leichti from APEC called Freyholtz about this project, too, so they may be the engineering firm for this. Ashley Heights Sound Wall — Jentz and Nygren will be meeting with Gary Engman, MDT staff, regarding Wayne Turner's wall. The latest proposal is to see how much dirt could be put up against the wall. This would provide lateral support at the base of the wall, frost protection, and keep away graffiti. All the berming would be in the MDT ROW.
