OLD BUSINESS:

Beehive Homes — 242 Stillwater; new assisted living/memory care. Public Works comments are
pending review; Planning needs the revised architectural rendering and will discuss the fence
with Mr. Fraser, Fire and Parks have signed off. Mr. Fraser explained that he is working with
Charlie Harball on the SIDs and easement, a utility survey will be done and provide a legal
description for the certificate of dedication. He will address the utilities when utilities are in the
ground, in addition, the bike path dedication is pending. Mr. Burlage asked if foundation work
was a possibility, he will have to talk further with the Building Department. This will be on the
agenda for next week.
Calaway Apartments — 1079 N Meridian; new apartment complex. There has been no
communication regarding this project for a number of weeks, a 30-day letter may need to be
sent in the following month. This will be on the agenda for next week.
91/93/97 Financial Drive — new apartment complex (3 four-plexes). Parks reminded the
committee that there are street trees missing and cut -sheets for the amenities package are still
needed; Building and Zoning are still looking for a few items to be taken care of and Fire's
requirements have been satisfied. PJ will check with Public Works. This will be on the agenda
for next week.
Captain's Marine — Hwy 93 S; new retail building. Building is waiting on wet stamps and a status
update from Mr. Porch. Parks and Zoning requirements are satisfied. This will be on the agenda
for next week.
Canvas Church — 255 Summit Ridge; expansion of existing church. Mr. Sorensen explained
reviews and requirements need to be priority for departments as the foundation and footings
are in and the project will be on hold until department reviews are done and requirements are
satisfied. This will be on the agenda for next week.
NEW BUSINESS: None.
OTHER REPORTS:
KRMC— parking lot expansion and bike path — preliminary review. Mr. McIntosh explained that
Sunnyview Phase I is essentially complete and that the hospital is looking to expand parking
north of Phase I work, continuing off of the upper parking lot to connection of Heritage Way
and Grandview Dr. as well as six RV pads being relocated to this parking area to satisfy safety
and privacy issues. The northwest corner of Heritage Way will be landscaped and some
reconfiguration may be done to add a few additional parking spaces. The private drive/street
connector between Sunnyview through to Grandview will probably remain private but there
will be further discussion regarding engineering and safety issues and what will need to be done
for future development.
Mr. Sorensen explained that with no issues regarding policy amendment and zone change there
will be a public hearing in June and go in front of the City Council in July. The City does have
concerns regarding the unsanctioned growth of this staging area due to increased hospital
construction; this issue will need to be addressed. Mr. Sorensen also reminded that due to the
elevation change engineering should consider shielding light to the bordering residential area.
Bloomstone (Weber Apartments) — preliminary review. Bloomstone Subdivision, Treeline
Village Development, west of the KidSports facility there will be eight 12-unit buildings,
currently there are three Z lot applications in to building department. Addresses have not been
assigned for the multi -family buildings.
CTA explained that they are designing for ease of access and livability, they will try to use the
infrastructure engineering already in place from the previous developer so that they do not
have to be removed, adding a four inch fire line and bump out rooms as well as an 8 foot
concrete section doubling as connectivity and Public Works access to utilities. Line work shows
there is good movement for fire trucks, hydrants are located at midwest and southeast points,
hose distance will need to be measured, the buildings are sprinkled but do not have fire
department connection, the Fire Department will review. CTA noted trash enclosures at
southeast, northeast and midwest points that will need to be aesthetically pleasing as they are
on the street. Storm drainage was approved to go to the runoff to existing pond, CTA will need
to verify requirements. There will be a sound wall and bike path bordering the west side with a
connection as planned before, sidewalks have been pulled to curb tight and are seven feet
wide. CTA verified that setbacks are five feet on the southeast property line, 15 feet in the front
and 10 feet on the west side, encroachments on the southeast were okayed by the City.
CTA plans to submit full construction documents by the second week in July with preliminary
architectural review next week. Nate Tollefson was introduced by CTA as the contractor on this
project and shared with the committee his timeline for this project, his intention is the have the
certificate of occupancy for these buildings by spring of 2016 with a move in date of June or July
of 2016. Public Works was flushing the water system on the southwest corner of the property
yesterday, fire hydrants are not live at this point but the pressure test was started and
disinfecting will happen next week. Mr. Sorensen inquired as the status of the roadways in the
Z lots and all-weather road access and operating hydrants. The Z lot road could be used as long
as there is access to all of the building but when combustibles are on site that will triggered a
change in status. Public Works also inquired about mail delivery points and pedestrian
connections. CTA explained that mail is delivered off of the southwest drive and that there
should be ADA accessibility, an approach sidewalk is a possibility.
PLANNING OFFICE ITEMS: PLANNING BOARD AGENDA:
The Burger King SIA was increased from $4,300 to $7,300. New drawings were shared with
Public Works; Mr. Crowley saw one missing handicapped ramp; conversations are continuing
and he will share this information with Keith.
OTHER BUSINESS:
Public Works brought to the committee's attention that, south of town, near Fred's Appliance
there seems to be rock crushing or asphalt milling occurring. Public Works will contact the
property owners that a stormwater permit is needed.
