HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Crowley is going through the bond list to clean it
up, and noted that Warranty Bonds are all that are left on the list. Last year's list has some items
that the Parks Department will need to look at.
OLD BUSINESS:
Beehive Homes — 242 Stillwater; new assisted living/memory care unit. We still don't have a full site
plan on this. They have replaced their engineer and have hired Mike Frasier and APEC Engineering.
Mike Frasier was looking for a list of the conditions. This will be on the agenda for next week.
Calaway Apartments — 1079 N Meridian; new apartment complex. Haskins will be meeting with
them to go through the review comments. They have chosen to use the new 2015 Design Standards
for this project. This has gone through ARC. We are still waiting for them to decide on a name for
their internal road. This will be on the agenda for next week.
91 Financial Drive — new four-plex CUP. No Site Plan yet. Nothing new has been received yet
other than the new street addresses. This will be on the agenda for next week.
Captain's Marine — Hwy 93 S; new retail building. We are supposed to look at all three phases in
Site Review. The installation of the water and sewer systems need to be sure that the future roadway
area is preserved. Originally, they were going to fence off their business from the other buildings in
the back, but Haskins asked if the back buildings have the right to access off of United Drive.
Gardner owns the easement, and he sold the land to them, but the committee is uncertain as to the
access. Another concern for Haskins is for the water line that they are showing as an extension, they
had a requirement to put a fire hydrant in for the buildings in the back. That was from 2007. If they
fence that off, that doesn't work because we have to have open access to that at all times. Freyholtz
stated they have not yet applied for their permit for their approaches. They will need these in place
before we will issue their C of O. This will be on the agenda for next week.
Fed Ex — 165 Schoolhouse Loop; addition to existing facility off of Schoolhouse Loop. Pokorny
stated they will be moving the road and water line to expand for three bays and a parking lot
expansion to the north. They will need to check with Chief Dedman regarding the distance from the
building to the hydrant for when they move the hydrant. They are still waiting for DEQ approval.
They will need to file their easement with the County. Sorensen still needs to check their pole
heights. This project is conditionally approved.
NEW BUSINESS:
Canvas Church — 255 Summit Ridge; expansion of existing church. This was reviewed last fall, and
went through ARC. They were lacking several civil site items. They will change some of the parking
area, adding landscaping, changing some of their parking dimensions, adding new lighting, and there
is also a demo plan. Schrader from Public Works met with their contractor earlier this week. Parker
mentioned that their permit will not be ready for several weeks. They still need to complete their
Stormwater Permit. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
Westview Estates — This will be going to the Planning Board on May 12th. Haskins stated that
Public Works Director Susie Turner will not approve the proposed additional lane of road to be used
as a pull out for cars to park on, as it is in the boulevard where the utilities will be and it will cause
problems with snow plowing when the snow would normally be put in the boulevard. Haskins spoke
with Paul Wells regarding their next phase. They will need to go through the design process again
because their plans have expired with DEQ, so they will be basically starting over with everything that
wasn't constructed with the original three-year construction window. Their biggest challenge will be
stormwater, as they were hoping to use infiltration for the entire site and it is way undersized for the
site. Also, they originally used native backfill and they have to use import. Haskins sent them an e-
mail regarding these issues that they will need to use for their next phase. Nygren noted that Phase 6
will now become Phase 4.
TKG Enterprises/Spring Prairie Development Phase IV - The next Council Meeting on April 20th
will cover the PUD, Zone Change, Preliminary Plat, and the Growth Policy Amendment. They are
still waiting to hear back from the U.S. Army Corps of Engineers regarding their pond.
Town Pump — There will be a Work Session on the Casino Ordinance to discuss alternatives on April
27'.
