GUESTS: James Freyholtz (Montana Department of Transportation) Terry Kramer and Ryan
Pokorny (Kramer Enterprises); and Tim Calaway (Calaway Construction).
HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS:
Beehive Homes — 242 Stillwater; new assisted living/memory care unit. Parker and Clawson had a
meeting with the owner and their attorney regarding building code questions. Sorensen e-mailed our
check list of what we would like to see on their site plan. This will be on the agenda for next week.
Discount Tire — 55 Treeline; new tire shop. Parker will be sending them review comments soon.
Parks was waiting to hear on their comments. Public Works is okay with this project, and this is
passed through Site Review.
Calaway Apartments — 1079 N Meridian; new apartment complex. Public Works had sent
comments to their engineer last week. Calaway stated they are still trying to decide on a name for
their internal road. There are private utilities under the sidewalk, which they plan to correct as well as
moving the sidewalk outside of the ROW. Since their project was submitted before the 2015
Standards were adopted, they have the option to choose between the prior Design Standards or the
2015 Design Standards. Their lighting will be reviewed as street lights, not on -site lighting. Water
and sewer will be constructed all the way up during the first phase. The roads and sidewalks will be
put in as the phases are built. They plan to put in a roundabout or a hammerhead for a turnaround
area. Their existing driveway approach will be taken out. Public Works is working with their
engineer regarding their new driveway approach. This will be on the agenda for next week.
91 Financial Drive — new four-plex CUP. No Site Plan yet. They are working with Public Works
on the storm drainage. They are proposing to install a grate structure over an opening in the apron
portion of the driveway (the wing portion) where the water would be pumped out, hit the curb, and
drain to the west where it goes right now. As long as it's not a trip hazard and is flush with the
concrete, Public Works would consider this solution. They will need to put in a fire hydrant. This
will be on the agenda for next week.
Captain's Marine — Hwy 93 S; new retail building. Sorensen distributed the PUD conditions on this
area to Public Works. They plan to pave the whole back area to create parking areas for storage.
This will be on the agenda for next week.
NEW BUSINESS:
Fed Ex — 165 Schoolhouse Loop; addition to existing facility off of Schoolhouse Loop. Kramer
stated they have moved the road and water line to expand for three bays and a parking lot expansion
to the north. Sorensen asked them to submit cut sheets and pole heights. He noted that the pole
heights are limited to 25'. This is a secure site, but they will have a gate for handicapped access.
Sorensen noted that the parking space dimensions need to be 9' x 20', and they are short in some
areas. They will need to maintain a 24' driving aisle and a 10' utility easement. Public Works still
needs to review this. Kramer will bring in the information today that is needed for the ARC meeting
on Tuesday morning. They can proceed with relocating the road and some light poles, but they will
need to have Public Works completed review before proceeding any further. This will be on the
agenda for next week.
PLANNING OFFICE ITEMS:
Bloomstone — Final Plat. This was approved on Monday.
TKG Enterprises/Spring Prairie Development Phase IV - Growth Plan Map Amendment was
approved. The next Council Meeting on April 20th will cover the PUD, Zone Change, Preliminary
Plat, and the Growth Policy Amendment. They are still waiting to hear back from the U.S. Army
Corps of Engineers regarding their pond.
Town Pump — The CUP for the Casino and the Annexation with B-2 zoning was approved. The
Council directed us to have a Work Session on the Casino Ordinance to discuss alternatives, possibly
on April 27th
Westview Estates — They will be submitting a plat to create lots, and will change the plan to include
a boulevard. They still want to do a parking knockout. Public Works is concerned about the
boulevard width and who will maintain the sidewalk area. New plans will be submitted.

OTHER REPORTS:
362 — 7th Avenue E.N. — New Plumbing Contractor's Office. Public Works is okay with his
sidewalk.
MDOT — 85 5th Ave EN; new wash bay/mechanical room. Public Works is still figuring out the wash
bay impact fees. They will sign off on this with conditions.
Faith Alliance Church — 348 - 2nd Avenue West Certificate of Occupancy. Sorensen asked if
Public Works approved their ADA ramps and their sidewalk. Haskins will check with Crowley.
The Rock — 350 Heritage Way Certificate of Occupancy. Sorensen asked if Public Works has
approved this, and Haskins will check with Crowley.
Bloomstone Meeting — Public Works is meeting today at 11:30 a.m. with Doug Peppmeier on their
apartment complex regarding utility conflicts and how they will lay out their building and meet our
requirements. Anyone interested in joining them is welcome.
The meeting was adjourned at 10:43 a.m.
