03-26-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 26, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Mark Crowley, Construction Manager Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Toby McIntyre (Jackola Engineering) and Terry Kramer (Kramer Enterprises) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Beehive Homes — 242 Stillwater; new assisted living/memory care unit. They came in last Monday for a Building Code meeting. Parker stated that the construction of the building is based on the use. They want to have 19 beds. They still do not have any site plans. This will be on the agenda for next week. Discount Tire — 55 Treeline; new tire shop. They will be issuing a new complete set of plans to reflect all of our comments per Crowley. This will be on the agenda for next week. MDOT — 85 5th Ave EN; new wash bay/mechanical room. Haskins and Phipps met with them regarding their sand/oil separator, and Phipps is fine with it. Haskins will contact Konecky to see if there are any further concerns that Phipps may have had, as Phipps is out on medical leave. This is passed through Site Review with conditions. Calaway Apartments — 1079 N Meridian; new apartment complex. We have received a phasing plan that includes three phases. Haskins will talk with Rob Smith from A to Z about phasing the utilities. They will begin with the pad for Phase One and the parking lot area. Wargo stated that they have proposed underground detention that is based off of our new standards that have not been adopted yet. These standards may be adopted in May. Jentz stated that as long as they are in the process with getting their permit, we can go past the April 14th deadline. Haskins has reviewed their Traffic Impact Analysis, and they assumed that the connection at the light on the possible future extension was complete, which is not what we would consider because they should be able to stand alone. They will be updating their analysis, which could have some impact on their configuration on Meridian. This will be on the agenda for next week. NEW BUSINESS: Culligan's — 2243 Hwy 93 S; addition to existing building. Their original addition was approved last fall, but they have refined the plans. McIntyre will get copies of their latest plan to Haskins. This does not need to go through ARC again. This will be on the agenda for next week. Flathead Liquor — 1121 Hwy 2 W; addition to existing retail liquor store. The casino is not part of the expansion. The liquor store expansion is for product storage and office space. There will be two six-foot doors for rolling in cases of liquor. It will be going in on existing asphalt. Crowley asked where their garbage container is. They may be using the containers at the mall and/or hauling off their cardboard for recycling. Kramer will call Fincher regarding the tree species for the three trees that will be added in the front. This is passed through Site Review. PLANNING OFFICE ITEMS: Town Pump and TKG Enterprises/Spring Prairie Development Phase IV — Nothing new; both are continuing through the approval process. Westview Estates — north of Glacier High School on Taelor Road. The subdivision goes up Taelor Road about half a mile. Public Works has an issue with their proposed additional lane of road to be used as a pull out for cars to park on, as it is in the boulevard. Haskins noted that the utilities are normally in the boulevard, and it would also cause problems with snow plowing when the snow would normally be put in the boulevard. The homes there will have two -car garages with a parking area in the back, with alley access that has a turnaround at the end. OTHER REPORTS: J2 Office Supply — 700 Sunset Blvd; expansion to parking lot. They have submitted updated plans. Wargo discussed the setback requirements for the stormwater pond that is in front. Parking was discussed. McIntyre stated that this is clarified in their Engineer's Report. Public Works will review this. They will have a total of 28 parking spaces. There will be a 4' high chain link fence around the pond, with tall grasses in front of that. They will have landscaping on the north and some on the south side to meet their 5% landscaping requirement. Jentz suggested that if they made the stormwater pond area into an attractive landscape area without the fence, we could possibly include it in the 5% landscape requirement. Sorensen stated that their lighting plan needs to include a full cutoff fixture. Their handicapped space will be in the front where the prior two parking spaces would back out into the sidewalk and the street. They could take out the striped asphalt in the front and put in landscaping. 2 KRMC — Sorensen asked McIntyre about the pedestrian/bike paths that were supposed to be put in around the hospital area according to the PUD. The intent of the Council was to make sure that it happened as projects progressed there. Discussion was held regarding potential path areas. McIntyre will prepare a proposed path to submit to KRMC for their approval. Courthouse East —proposed PUD amendment to change the use of the old Boiler Room (coffee house) to two residential units. This would be an interior remodel of 2,500 sq. ft. This project was deemed a minor change but has been submitted for a Building Permit. They will be taking out six parking spaces on the north of the building and putting in a 6' tall fence. They will maintain a 20' distance aisle driving lane and move the fence back to that. The committee is comfortable with this layout to allow them to move forward. Faith Alliance Church — 348 - 2nd Avenue West Certificate of Occupancy. Public Works previously had some concerns with their ADA ramps and their sidewalk. They put an entryway in the front and added onto the north side of the building. Public Works will go and look at this project. 362 — 71h Avenue E.N. — New Plumbing Office. He will be tearing down part of the building to comply with setbacks. The Building Dept. would like to release their permit. Public Works will look at his sidewalk. Carriage House — that burnt down six months ago. Clawson noted that some of their roofing material is laying out on the asphalt. Public Works will take a look at this.
