OLD BUSINESS:

Proven Graphics —120 Westview Park Place; new one-story print shop. They have moved their one
handicapped space over. The outfall has been moved to the bottom corner of the lot. Public Works
has signed off on this project, and it is passed through Site Review.
Beehive Homes — 242 Stillwater; new assisted living/memory care unit. They will be coming in on
Monday at 10:30 for a Building Code meeting. They are still waiting for their Site Plan from their
engineer in Idaho. They are also waiting for their plans for Architecture Review. This will be on the
agenda for next week.
Discount Tire — 55 Treeline; new tire shop. Crowley spoke with their designer who will update the
drawings. Fincher sent comments and they will be forwarding them onto their landscape architect.
This will be on the agenda for next week.
MDOT — 85 5th Ave EN; new wash bay/mechanical room. This is located behind Wendy's. This is a
sizeable lot and they plan to put this project in the middle. The building will be an 18-ft-tall truck
wash bay. Most of that area is asphalted. They will need to have a separator for the wash bay.
Wargo noted that their inlet goes to the sanitary sewer, so they will need to change that. This will be
on the agenda for next week.
Calaway Apartments — 1079 N Meridian; new apartment complex. This project went through the
Planning Board in 2007 and in 2009. Public Works is still reviewing this. This has been through the
CUP process, and we will need to keep the CUP conditions in mind as we are reviewing this. There
will be 65 apartment units. They intend to start with the first apartment building, so Sorensen has
asked them for a phasing plan. Their proposed internal road could become a City street. They will
need to get something moving by April 15th or they will need to start over with the process. Their
first building will be an office building. This will be on the agenda for next week.
NEW BUSINESS:
PLANNING OFFICE ITEMS:
Town Pump and TKG Enterprises/Spring Prairie Development Phase IV — Nothing new; both
are continuing through the approval process.
Bloomstone — Nygren stated that this will be going to the April 6th Council Meeting. Fincher stated
that they had waived their right to a Park District and will have a homeowners' park; 3/4 of an acre
that will be maintained by the homeowners. Cash in lieu was discussed.
Ashley Heights — Jentz stated that regarding the sound wall being put in by Wayne Turner, the
neighbors are trying to stop the wall from being continued. The neighbors would need to go to the
City Council to get it waived. They then would need to put a note on their title that they were aware
of the opportunity to have a sound wall but that they are waiving that opportunity. Crowley noted
that Turner was paid by MDT to build the wall. We have asked Turner to fill in the seams and
cracks. The earlier built house owners down below did not have an objection to the wall. Jentz
stated that the wall is built almost up to the bike path. The decibel noise ratings drop down
significantly further up.
OTHER REPORTS:
Flathead Liquor — They are proposing an addition off the NW corner of the building that is tied to
the liquor store for storage, office space, and a restroom. This would still be out of the flood plain.
We have asked them to add some evergreen trees in the front to minimize the visual impact.
Culligan's — They are looking at doing an addition in the front area. This will be similar to what they
had submitted last fall that went through Site Review, but they now have new plans.
KRMC — Hospital parking lot off of Sunnyview. They were going to tie this into the gravel drive to
the east, but the neighborhood was having some issues with that so they are looking at just bringing it
to a dead end. They are providing a striped "no parking" area off the back for a turnaround. They
want to start getting bids on this but are waiting for some assurances from the City. Wargo will send
them an e-mail on this.
Grachek Agency — on 12th Street East. They will be putting in curb, gutter, sidewalk, and boulevard.
Fincher is looking at the tree situation, but the applicant seemed to think that they were
not putting in the sidewalks, etc. Sorensen stated that the person Fincher spoke with may not be
aware of the whole project.
Harrison Boulevard — two large shipping containers in street since November. Crowley stated that
the contractor has submitted a request for a ROW permit. Traffic control is weak on this, and the
contractor states that he can't put any reflective signs on the containers because they are not his.
Crowley is looking for comments from our Police Dept. and our Fire Dept. Nasset stated he will look
at the ordinance that pertains to long-term parking of detached trailers on the street. Dedman will go
view the container. Jentz suggested that it could be treated as abandoned material.
