A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M.,
MONDAY, MARCH 9, 2015, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT.
Also present: City Manager Doug Russell, City Attorney Charles Harball, Planning Director Tom
Jentz, and Public Works Director Susie Turner.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Trumbull Creek Crossing, Phase II Reauest for Sanitary Sewer Treatment
Russell gave a history of the Trumble Creek Crossing development in Evergreen and he and staff
answered questions.
Russell clarified this will be completed after a new agreement with Evergreen Water & Sewer is
finalized.
There was discussion regarding the "First Come, First Served" and 100,000 gallon limit rules.
Public Comment
Mike Anders, developer, expressed his appreciation to staff for having the work session and the
effort that has gone into trying to come to an agreement about his subdivision. He offered to answer
any questions from council.
2. Old School Station SID Obligations
Russell detailed Old School Station's debt service and tax obligations, recommending the city obtain
the remaining lots by paying the outstanding tax obligations, and then market them, eventually
recouping the city's costs.
Kluesner commented that if we do not do something, we will default on the bond.
Harball agreed, saying we have to be responsible to our bondholders.
Kuntz inquired as to whether the county would be willing to forego some of the delinquent taxes.

Russell suggested possible financing ideas and a time frame to obtain the outstanding parcels.
Harball and Russell answered additional questions.
Kuntz commented he does not want the city to get into the real estate market, but the city really has
no choice in this case and has to make the investment.
Russell said more information will be forthcoming.

ADDITIONAL PUBLIC COMMENT
Dr. Sam Herbert, retired police psychologist and Police Commission member, complimented the
Kalispell Police Department and said they are the finest law enforcement officers he has ever worked
with in his 25 year career.
MAYOR/COUNCIL/CITY MANAGER REPORTS
Russell asked for councils' preference regarding the upcoming elections: polling place or mail
ballots? Councils' consensus was polling place.
Russell also noted that: the working arrangement with Flathead Industries is moving forward; SB
237 (Impact Fees) is being voted on Tuesday, March 10, and he will be going to Helena to testify; he
received a request from the Chamber for a work session for next year's Pond Hockey tournament;
more work needs to be done on the Highway 93 North trail project plans because it is too close to the
highway; and he will present possible DC talking points at the next work session on March 23.
Kluesner, referencing a Daily Inter Lake article, asked Jentz if it is true the city discourages casinos
north of Idaho. Jentz replied that casinos were not allowed in Spring Prairie or Hutton Ranch because
they were negotiated PUDs.
