OLD BUSINESS:
Chick-Fil-A — They have submitted their revisions. The main change from the original plan is going
from the steps to having the ADA access coming in from the bike path/pedestrian connection to their
lot, coming in along the southern boundary with Verizon. There is a curb along the sidewalk, where
the landscape buffer would have been. There would be sod to the east of where the garbage
collection will be. They will relocate their grease intercept to the north. The fire hydrant will also be
moved as previously discussed. They will send in a revision showing these new locations. Phipps
would like to view the detailed drawing of the revised grease interceptor when it comes in. This is
approved subject to these revisions.
Proven Graphics — 120 Westview Park Place; new one-story print shop. The storm drainage is the
only issue we still have there. Public Works met with them last week, and revised plans were
submitted this morning. They are looking at changing some of their slopes on their pond and some of
their configurations for access. They should be fairly minor, but Public Works has not yet viewed
these changes. This will be on the agenda for next week.
Beehive Homes — 242 Stillwater; new assisted living/memory care unit. The Building Dept. has
started reviewing this, and there are some things they will need to work through in terms of fire
protection and how they are running some of their HVAC system. They are still waiting for their Site
Plan from their engineer in Idaho. They are also waiting for their plans for Architecture Review. We
will probably not get a site plan until the 16th. This will be on the agenda for next week.
Discount Tire — 55 Treeline; new tire shop. This will be located at the NE extreme of the Spring
Prairie development. This went through Architectural Review. Haskins stated that Public Works is
mostly just concerned about access to our lift station and an inlet that is shown that we don't really
understand its function. It looks like it is in the landscaping. One of our comments is to make sure
there is no parking in front of the lift station. He also mentioned the sand and oil separator, which we
will need plans on for Phipps to review. Their response back to Sorensen is that some of this will be
addressed in the full civil set of plans. ARC has asked them to change the tree species on the north
that will provide screening from the bypass. Fincher will contact them regarding their landscaping.
They will have full ADA pedestrian access. This will be on the agenda for next week.
MDOT — 85 5th Ave EN; new wash bay/mechanical room. This is located behind Wendy's. This is a
sizeable lot and they plan to put this project in the middle. The building will be an 18-ft-tall truck
wash bay. Most of that area is asphalted. Sorensen mentioned that we will need to know what type
of separators they may need regarding the wash bay. Phipps stated that we will want to make sure
that the new wash bay is tied into their interceptor. Public Works will review the plans more closely.
This will be on the agenda for next week.
NEW BUSINESS:
Calaway Apartments — 1079 N Meridian; new apartment complex. This project went through the
Planning Board in 2007 and in 2009. This is designed to be a half street. We have worked with them
to get a service driving lane to provide internal access, which could become a city street. Underhill
Court stops at the property line. Sorensen has asked them for a phasing plan. Haskins is concerned
that their utilities will end up being under their sidewalk, and they may not all fit. Sorensen stated that
this project has been through the CUP process, so we all need to keep the CUP conditions in mind as
we review this. This will be on the agenda for next week.
Rocky Mountain Plumbing — 362 — 7th Ave EN; convert existing building to plumbing contractor
office. The house had previously burned down at this location. The garage was added onto and
converted into a commercial building without any permits. There is some cleanup they will need to
do in terms of zoning for setbacks, because the garage addition was put in the setback area. There
are also some items under the Building Code and Fire Code that they will need to deal with, too. The
existing parking is a concrete pad. The addition area did not have a foundation underneath it, and
they have been working with Clawson on that. Because this is a Change of Use, Sorensen wanted to
make sure that no one had any other issues with this project. This was passed through Site Review
conditional to a site visit by Public Works.
PLANNING OFFICE ITEMS:
Town Pump — new location north of Home Depot on the old River Church site at 849 W Reserve
Drive. This went to the Planning Board on March 1 Oth. Nygren noted that the application stated the
stormwater was going into the existing MDT pond, but they said it's going underneath it. Haskins
stated there is an existing outfall that they are planning on using, but he has not received any design as
yet. They want to increase the parking lot site by continuing a second parking lot up north. Jentz

stated he would like to see only grass in that area. Haskins noted that they can't figure out how to
get sewage to our collection system. Mountain View Plaza won't give them an easement across their
property to allow them to get to the manhole. They are going to talk with Home Depot about
possibly connecting there. The other possibility would be to get the Glacier Town Center owners to
allow them to tie into their system and get it over to Hwy 93.
TKG Enterprises/Spring Prairie Development Phase IV — This went to the Planning Board on
March 10th. Nygren stated they redesigned the pedestrian crossing. We are wanting it to be 10 ft the
whole way, but they are not sure they can do that. We had requested initially to have sidewalks and
landscape boulevards all the way around. There will be 6' sidewalks and boulevard street trees. The
retention pond will be 3 acres and 10 ft deep. We require a 4 ft fence around it with possible
screening, but they will probably put in something taller. Discussion was held regarding the pond and
how it will be kept separate from Kidsports. Wargo noted that they will need to prove that the pond
can drain in 72 hours. Nygren stated that we would only allow them to have one free-standing sign,
but the Planning Board ended up giving them two. The stop light will be at the southern entrance.
The trail to the tunnel was also discussed. There will be a trail and a sidewalk on the Hwy 93 side
and Reserve Loop side. Everything else will have a 7 ft boulevard, 6 ft sidewalk, with street trees in
the boulevard all the way around. Freyholtz noted that the right -in turns will be similar to the right -in
turns at Hutton Ranch. On the south entrance, Haskins asked about the road right next to the pond.
Should we be requiring a guard rail there? Nasset asked what the distance is from the roadway to the
fence.
OTHER REPORTS:
Historic Jail remodel — 800 S Main — The Agency Exemption notice came in this week. We will be
handling that at the Planning Board meeting in April. Since this won't be going through Site Review,
if there are any Fire Code, Parks, or Public Works issues, you will need to work those out directly
with them. A lot of their parking will be going away, and they will be putting in landscaping. The
building will be expanding, and they will have an outdoor fenced area for the juvenile detainees. We
do have a set of plans that are in for building review.
J2 Office Products — 115 West Wyoming — They are planning to put a parking lot in where the
storage building was going to go. They are looking for any major comments/concerns early in the
review process. They will need to add a handicapped parking space because they will be having
approximately 35 parking spaces. Haskins and Wargo voiced their concern over the space that has
cars backing over the sidewalk. Their plans were approved for their previous stormwater plan.
