03-05-15 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 5, 2015 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Bldg. Dept. Inspector Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: Rory Young and Toby McIntyre, both with Jackola Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Chick-Fil-A — They have submitted their revisions. One of the items discussed previously was an area that could be landscaped or cross -hatched. They decided to cross -hatch that area and Architecture Review has approved this project. The pedestrian connection through the SE corner will now have an ADA pedestrian connection there. This will be on the agenda for next week. Proven Graphics — 120 Westview Park Place; new one-story print shop. The storm drainage is the only issue we still have there. There are some significant issues that they will have to work around that will probably lead to at least some site modification. We will need to see what is going on with that before we can move forward. This will be on the agenda for next week. Beehive Homes — 242 Stillwater; new assisted living/memory care unit. Parker stated they have some items to correct. They are still waiting for their Site Plan from their engineer in Idaho. They are also waiting for their plans for Architecture Review. We will probably not get a site plan until the 16th. This will be on the agenda for next week. NEW BUSINESS: Discount Tire — 55 Treeline; new tire shop. This will be located at the NE extreme of the Spring Prairie development. The parking area and pedestrian access was discussed. The 20' buffer is not required on the north side; only along Hwy 93 N. They are showing their enclosed garbage collection area. Dedman noted that their storage may be a little too close to the building. -he will take a closer look at it. They are going to ARC on Tuesday. This will be on the agenda for next week. MDOT — 85 5th Ave EN; new wash bay/mechanical room. This is located behind Wendy's. This is a sizeable lot and they plan to put this project in the middle. The building will be an 18-ft-tall truck wash bay. This will be on the agenda for next week. OTHER REPORTS: Westgate Senior Apartments — 516 Corporate Drive; remodel (preliminary discussion). They are not adding any units, but there are a number of items regarding site work. They are working with Community Action Partnership (CAP). They have seven projects worth over 8 million dollars. Most of this is for internal refurbishment. The site work is related to ADA accessibility in general. There are four of these in the City of Kalispell. This is the first one to come in. Young explained what the changes will be, and the other units will all have the same changes. Courtyard Apartments does have an addition, and the parking lot is completely ruined in Sunridge Pointe. Big Sky Manor will be next. The courtyard addition will have a laundry room and community facility. There is no change in the parking count in terms of additional units. They are cleaning up the garbage container areas, putting in a rod iron fence around them, and making them ADA accessible. The slab that has heaving will be replaced and made ADA accessible. They will be adding some surface drains to run around the building. They will be tearing out the gathering area and putting in a maintenance shed on the same pad. They will also be putting in a small dog park, and adding a community garden. They will be replacing 20-year-old cabinets, putting new ADA handles on doors, and doing some HVAC upgrades. Public Works did provide some comments, including requiring ADA ramps at the parking lot entrances and at the SE corner of the sidewalk. The new drainage areas along the north bank are close to the buildings and PW questioned whether or not the soils will drain. It would be better to tie the inlets. Young asked if they could tie into the City drain. Sorensen suggested they speak with Haskins about it. If the maintenance building comes in at more than 200 sq ft, they will need to get a building permit for that. They may replace the roofing if they get additional funding, which would require a re -roofing permit. The HVAC work may require a mechanical permit. Summit Parking Lot Expansion — Right now this area is being used for overflow parking. McIntyre stated that nothing has changed from the layout standpoint, but they have formalized some changes. They added a cross ramp for allowing crossing at the highway. It is timed with the intersection, so you get a "walk signal" when the light changes. They have continued the 8 ft path that runs along the highway, and includes the concrete pad that the junction box is on. There is a 20' pole with a 2' base. McIntyre will bring in a cut sheet for an LED option as they may go that route. A landscaping plan was discussed. There will be some boulevard trees added along Meridian. They will need to check with Public Works to be sure they are okay with this project. Sunnyview Lot — Regarding the north lot and how it exits, this is at the east end of the former OB. The original design had angled parking with an "exit only." McIntyre asked, "How much of a dead end they can do before they are not allowed to do a dead end?" Part of the upper lot is already a dead end. They have looked at some options and have a lease with a purchase option for all the Maycumber properties. "Where can they lop off the upper lot?" Dedman stated that for building access, fire code requires 150 ft with a turn requirement. This is not necessarily a requirement for a 2 parking lot. Discussion was held regarding some options. McIntyre will discuss this with Marcello and come up with a reasonable solution. He will come back in with an approved plan. Bloomstone — Final Plat will be coming in soon. Historic Jail remodel — 800 S Main — Agency Exemption will be coming in next week. Since this won't be going through Site Review, if there are any Fire Code, Parks, or Public Works issues, you will need to work those out directly with them. We do have a set of plans that are in for building review. 5-lot Subdivision — Ray Thompson's property next to the new Town Pump site on Reserve, which is presently in the County. Section 36 — Near Fire Station 62. Someone has been talking with DNRC in terms of taking this site for four potential uses, such as hotels, auto lube, and a health facility/office. Flathead County Storage Building — Dedman had a discussion with Mike Flynn, the Flathead County Maintenance Supervisor, about the storage shed idea. Dedman told him that the alleyway will need to meet standards. They had previously told Sorensen that it is 20 ft wide ROW. Dedman said it could be, but it is overgrown in places. He also told them that if it's only 150 ft, we will need to have a turnaround for equipment, and that would take up a large portion of the lot. They do have a shared access with the City, so a gate is possible instead of a turnaround where they can make access all the way through. Public Works does not what them driving through the City shop area. PLANNING OFFICE ITEMS: Town Pump — new location north of Home Depot on the old River Church site at 849 W Reserve Drive. This will be going to the Planning Board on March 1 Oth. They are proposing some islands in the existing parking, with expanded parking to the back. They have the septic in the back right now and they feel that is the reason it is calving off in the back. They believe that having sewer will solve that problem. This will be the first casino west of Hwy 2. This will be on the agenda for next week. TKG Enterprises/Spring Prairie Development Phase IV — This will be going to the Planning Board on March 1 Oth. Nygren stated they were proposing the two right -in, right out accesses along Hwy 93 N, with full movement across from the college. MDT said no, and will only possibly approve two right -ins, and will only, as of now, approve one right-in/right-out. They will be in the same locations as proposed previously for the two right-ins/right-outs. If they do not allow the two right - ins, it could potentially change the design quite a bit.
