OLD BUSINESS:
Chick-Fil-A — Comments have been sent to them but nothing has been received back yet. They have
met with Public Works and will be providing some more information to Haskins regarding the ADA
pedestrian connection to the pedestrian/bike path along Hwy 93. They would prefer to only put in
stairs to connect the path to their lot. This will be on the agenda for next week.
Proven Graphics — 120 Westview Park Place; new print shop. Wargo received a resubmittal
Tuesday that has not yet been reviewed. Sorensen stated that because this is bordering RA zoned
property, it's supposed to have a green belt along the entire border, which could be either a view
obscuring fence or hedge, planting at 3' and growing to 6'. They will need to have a van accessible
spot near the door. The building department will evaluate this. The future parking will need to have
20' of backing space. They may wind up with three parking spaces that are turned a little bit more
with the ability to do additional parking closer to the entrance. The lighting shows one pole light.
We have a total height cap of 25'. We will also need to have cut sheets to show there is a full cutoff
fixture for the light, to also include anything on the outside of the building. Fire is okay with this
project. This will be on the agenda for next week.
Beehive Homes — 242 Stillwater; new assisted living/memory care unit. We have received the
building plans, but not the site plans yet. We would need to have bonding if they are able to even
move forward with a Lot Improvement Agreement. They asked if they could use an Irrevocable Line
of Credit instead of a bond. Haskins sent that request to City Attorney Charlie Harball. This will be
on the agenda for next week.
NEW BUSINESS:
Courthouse Jail Project —We have received plans in for the expansion of the old jail. There is a
strong chance that they will be doing an agency exemption on this. We won't need a formal site
review approval if that's the case. They will be taking out a lot of parking and replacing some
building.
OTHER REPORTS:
Gracheck Agency — 1147 S Main; convert existing building to office. This was conditionally
approved last week. We have been working with them on the handicapped parking. Public Works is
okay with Building/Zoning going ahead and issuing their permit. Sorensen will check with Fincher
for his clearance on this as far as Parks is concerned.
J2 Office Products Storage Building — 115 West Wyoming — They have decided not to build the
warehouse. They have found some space in Evergreen that they will use instead. As far as their West
Wyoming site, they are going to expand their parking lot. They will have a final determination in
about 1 to 2 weeks if they are abandoning the project here, and if so, they will give Jackola the go
ahead to design the parking lot. They will need a stormwater permit for this.
PLANNING OFFICE ITEMS:
Town Pump — new location north of Home Depot on the old River Church site at 849 W Reserve
Drive. Nygren stated this will be going to the Planning Board on March 1 Oth. They are realigning the
parking, and the approach will basically be the same with minor changes to the radius. They are
looking at annexation into the City as well as a Conditional Use Permit. Town Pump wants to have a
casino along with the convenience store and gas station. They will probably need to bind those two
parcels together. They will be using the existing buildings and adding a canopy to the pumps.
Sorensen noted that there is a parcel off to the east that is owned by Eisinger. That parcel could
potentially get landlocked, so we talked with them about either getting approval from MDT for an
individual access to that lot or providing a cross -easement for access to it. Freyholtz noted that MDT
would probably not allow another approach as it would be too close to the traffic signal. Crowley
noted that it would be nice to see some sort of pedestrian connection from West Reserve up to their
site. He also asked for clarification on where their garbage will be stored. They plan to have their
stormwater go to MDT's pond. This will be on the agenda for next week.
TKG Enterprises/Spring Prairie Development Phase IV — This will be going to the Planning
Board on March loth. Nygren noted that there are still a number of outstanding issues, including
stormwater, access and the dog park. They have reduced some of the parking and doubled the size of
the pond to take care of the drainage. They will need to get a sign -off from the Corps on the lake.
Wargo stated that they have hired someone to work on this issue. They are still working on the
study. Discussion was held regarding accesses on the site. Jentz suggested individual pedestrian
access from the trail to each building, and Crowley agreed. There will be a 20' green space outside of

the ROW, and the trail goes in there. Parks will be involved with how much planting will go in there.
We still have issues with signage. Discussion was held regarding batting cages instead of the dog
park. We are waiting for MDT's traffic response. Discussion was held regarding access along the
highway and screening. We will need to discuss setbacks and what can go in there at our next
meeting, and get some conditions together for them. This will be on the agenda for next week.
Hotel — Jentz had a preliminary discussion with Ray Thompson who owns the property where the
Country Curl barber shop is on the north side of Reserve, east of where Town Pump will be going in.
They will be having a meeting to discuss a possible hotel site. This is a 20-acre piece of property.
They are uncertain whether they will stay in the County or annex to the City.
