01-26-15 Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES JANUARY 26, 2015 View the minutes attached to the audio of the meeting at: http://kalispell.com/mayor and city council/meetings.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M., MONDAY, JANUARY 26, 2015, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS Jim ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. Also present: City Manager Doug Russell, Planning Director Tom Jentz and Building Official Jeff Clawson. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. 2012 Building and Fire Codes and 2014 Electrical Codes Discussion Russell explained when the state adopts a new version of the codes, by law the city has 90 days to adopt them as well. He then turned the discussion over to Building Official Clawson. Clawson detailed the changes to the 2009 codes and gave the rationale for amending the fee schedules associated with each code. Clawson and Jentz answered questions. Jentz commented that the new construction codes can be considered "first preventers" in that they help to decrease the number of fires that occur. Atkinson remarked that the codes help to create a better community. Public Comment Kurt Hafferman, 1325 Second Street West, remarked that adopting the codes is a must and the building community supports adoption. 2. Water Compact Discussion Russell introduced Melissa Hornbein, staff attorney for the Water Compact Commission, who gave a detailed presentation on the Water Compact and answered questions. Public Comment Kurt Hafferman questioned the term of the City's existing water rights and commented that he worked with the Compact Commission; they did their job by negotiating and the Compact is the best for the City of Kalispell. Kalispell City Council Work Session Minutes January 26, 2015 Page I PUBLIC COMMENT Deborah Brotnov, 185 Battle Ridge Drive, informed council about her sledding accident at Lawrence Park and asked that the Frisbee Golf pole that she hit be removed in the winter and replaced in the summer for safety. MAYOR/COUNCIL/CITY MANAGER REPORTS Russell noted the next work session will cover the Flathead High School Parking District.
