OLD BUSINESS:
Chick-Fil-A — Comments have been sent to them but nothing has been received back yet. They have
met with Public Works and will be providing some more information to Haskins regarding the ADA
pedestrian connection to the pedestrian/bike path along Hwy 93. They would prefer to only put in
stairs to connect the path to their lot. This will be on the agenda for next week.
Gracheck Agency — 1147 S Main; convert existing building to office. This was originally a house
that has not been converted. They have their application in now. Public Works has a couple of
conditions to attach to the plans. It should line up with the curb and gutter on the other side of the
street. The back of the curb will be a little bit behind the existing edge of the pavement right now, so
they will need curb and gutter and a bit of asphalt to make that work. They will have to do some
paving regardless when they put in their curb and gutter. Haskins stated that he is not clear on what
will be happening with the highway project. Jentz stated that Peccia is collecting data on the highway
project for the next year. Options will be discussed at that time. It could happen in the next 18
months to 9 years. He suggested that we just design to the existing conditions for this project.
Haskins stated that the ADA ramp does not meet ADA requirements. There is no van accessible
space, and their ramp area needs some work. With the additional sidewalk, they could apply for the
50150 program. Where there is no sidewalk, they will have to bear the full cost. This could be
attached as a condition and bonded for. There are a couple of zoning issues in the parking lot. This
is approved through Site Review.
NEW BUSINESS:
Proven Graphics —120 Westview Park Place; new print shop. The site plan shows a possibility of a
future parking expansion if there is a change of use with the building, because the print shop type of
use does not have that much parking demand. Wargo had provided comments to APEC last week
regarding setback requirements on the pond, but most of the layout is fine. Sorensen noted they will
need a van -accessible spot that needs to be an 8' instead of a 5' aisle. The Landscaping Plan was
discussed. Wargo stated that they are showing the roof drains and the foundation drains being piped
into the bio-retention pond, which is not sized for it. They would need to either size it big enough for
that or somehow pipe them directly into the detention pond. Haskins asked if they did any technical
bore holes there to help see where groundwater might be on the site, and Casalegno stated that they
have not. Crowley noted that it is not clear on the drawings if there is a 1'/2" service line. This will
be on the agenda for next week.
Beehive Homes — 242 Stillwater; new assisted living/memory care unit. We have receive the building
plans, but not the site plans yet. Haskin stated that because this is a single site and not a subdivision,
we don't have a provision for phasing of utility extensions. We would need to have bonding if they
are able to even move forward with a Lot Improvement Agreement. Jentz stated that we can phase it
by building permit. They asked if they could use an Irrevocable Line of Credit instead of a bond.
Haskins sent that request to City Attorney Charlie Harball. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
TKG Enterprises/Spring Prairie Development Phase IV — This will be going to the Planning
Board on March 1 Oth. Nygren is looking for comments on this project. Fincher noted that they have
added some square footage to the dog park. They want to gift this park to the City to maintain and
they want to take some of the Kidsports land. Fincher will need to speak with Dan Johns regarding
this. It will need to be determined if a dog park would be the best use at this location. Sorensen
stated that ARC wanted more of a separation between this project and Kidsports. Discussion was
held regarding options for the dog park area. This will be on the agenda for next week.
Town Pump — new location north of Home Depot on the old River Church site at 849 W Reserve
Drive. Nygren stated this will be going to the Planning Board on March 1 Oth. They are looking at
annexation into the City as well as a Conditional Use Permit. They will be using the existing buildings
and adding a canopy to the pumps. They will also be changing the parking layout a little bit.
Courthouse Jail Project — There will probably be an agency exemption hearing at the April Planning
Board Meeting.
OTHER REPORTS:

KRMC — emergency department expansion (preliminary discussion). McIntyre brought this back for
further discussion. They have an exhibit regarding the type of encroachment they need, and KRMC's
attorney will be contacting our attorney. There is an ambulance garage where the existing ambulance
drop off is. There is a patient drop off loop. That existing loading dock is going away, as they are
moving Materials Management. They are still working out where it will be moved to. The
ambulance garage will be enclosed with garage doors, and the patient drop off will be covered. In
addition to renovating the existing ER space, there is a planned addition. The north courtyard has
egress coming through there. The plan is for the modular to go away and the patient drop off would
become a bigger loop. As of now, however, the modular is staying. They will be continuing the
sidewalk with more continuity coming across so that it extends down Conway. There are two
handicapped spaces along the Alert fence. They will be restriping that area. There will be anywhere
from a 3" to 6" increase in grade at the center line. McIntyre noted that he will maintain the drainage
pattern where basically the south half of the intersection will go south. There will be a split where it
will continue down Conway. They have it down to 26' clearance. Jentz asked about lighting, and
McIntyre stated that Ace is doing the electrical side of the building and he has talked with them about
canopy lights. Sorensen asked about the status of the planning for the path along the east side.
McIntyre has discussed it with KRMC as to whether or not that PUD requirement is a part of his
scope, and as of right now it hasn't been included. He will bring it to their attention. Jentz noted that
the neighborhood is interested in the path and this condition will probably be tied to this permit.
Regarding the overall parking, McIntyre stated that with the PUD they looked at the number of
spaces they had and the number of people on shift, and had identified that they had enough parking.
As part of this, they are not proposing any expanded parking. Sorensen noted they should include the
numbers to show that that has been addressed. Storm drainage intent is to modify or expand the RPA
system that was put in the surgical tower. It may mean ripping it out and putting in a bigger system.
They will probably just add a mechanical treatment on stream with it. Crowley noted that a lot of
trucks are parking in the previously constructed approaches to what was supposed to be the
emergency department. He suggested that they could build a sidewalk on the south side of Conway
to improve this corridor. McIntyre mentioned that they had previously been working on some
connectivity along Burns Way but he is unaware as to the timeframe on that. Jentz mentioned that
the pedestrian connectivity was originally supposed to be incrementally put in with each phase.
Crowley suggested that if they put in pedestrian access before the construction begins, it would make
the site a lot safer. McIntyre will look at the FAA requirements regarding the fence. Crowley also
pointed out that the handicapped ramps that will be removed will need to be reinstalled to meet our
current standards with a ramp in each direction. Regarding the electrical vault, McIntyre stated that
the pole will go away and they will adjust the two steel castings on there to surface out with their new
concrete. They plan to reroute the sewer, and would also like to get an additional water service to
the building. They had abandoned a previous water service, and any future tower phases will create a
need for additional capacity.
Bloomstone — Jentz will be meeting with Jim Davis today at 2 p.m. regarding this project.
