Sorensen, Chairman GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Chick-Fil-A — Comments have been sent to them but nothing has been received back yet. They have met with Public Works and will be providing some more information to Haskins regarding the ADA pedestrian connection to the pedestrian/bike path along Hwy 93. They would prefer to only put in stairs to connect the path to their lot. This will be on the agenda for next week. NEW BUSINESS: Gracheck Agency — 1147 S Main; convert existing building to office. This was originally a house that has not been converted. They have their application in now. Their sidewalk may be an issue. This could be attached as a condition and bonded for until they can do the work this summer. There is no van accessible space, and their ramp area needs some work. Impact fees will need to be calculated to make sure there is nothing owed. Public Works will view the project. This will be on the agenda for next week. PLANNING OFFICE ITEMS: TKG Enterprises/Spring Prairie Development Phase IV —Public Works has not heard back from them regarding their stormwater. Karen Blumenstein will be here on Tuesday, February I Oth, for the Architecture Review meeting at 7 a.m., and then at the Planning Board for a Work Session at 7 p.m. Freyholtz noted that their Traffic Impact Study states they will have 7 accesses, although their most I recent site plan shows only 5. MDT's Hydraulic Division has asked them for more information on their stormwater. Haskins stated that they will be using approximately 150 gpm sewage capacity, and we only have 200 gpm available at Lift Station 93. Public Works is getting tight on the remaining capacity, and who will pay to expand? We will need more detail on the landscaping and the pedestrian accesses. We will also need to meet with Kidsports. This will be on the agenda for next week. Earl Bennett Building II & County Shop Maintenance Building (by Legends Field) — Sorensen stated these two projects will each be claiming Agency Exemption, which requires a Public Hearing that will take place this Tuesday evening before the Work Session. They can exempt themselves from the Zoning Ordinance and from Site Review. They will not be exempt from non -zoning regulations such as building requirements, stormwater regulations, access, bathrooms, and landscaping requirements. They are proposing fire access with the alley, which could also be an issue as the alley is not up to our standards. Possible access could go through the City Shops. Town Pump — new location north of Home Depot on the old River Church site on Reserve Drive. They are looking at annexation into the City as well as a Conditional Use Permit. They will be coming in within the next few days as they want to get their Public Hearing completed in March. They will also want to get onto the City sewer system to help deal with their stabilization issues. They will be using the existing building. OTHER REPORTS: Welcome — Our new Senior Planner has started work this week. Welcome to Jarod Nygren! Summit — 205 Sunnyview Lane; proposed parking lot expansion into open field. Crowley had previously stated a concern about sidewalk being provided for pedestrian access on East Meridian going south. Freyholtz learned that MDT does have the heads in place for the pedestrian connection there, and Public Works could pursue the crossing requirements. This will be on the agenda for next week. 200-Acre Project — '/2 acre lots; 220 units. Jentz stated that we will need to have a follow-up meeting on this project that Mike Frasier is proposing. Frasier does not want to come into the City because of the costs to meet City standards. He is looking for a subdivision that's not a traditional urban scale. He does not want the 28' street to curb, 7' boulevards, sidewalks and street trees. He would like to have 24 or 28' road, with swales for stormwater. Every lot would be connected by a paved path system, but would not have street lights. He is willing to put in a community well system and have it charged for fire and designed to our system. He doesn't want to pay for a mile of 14" line to the site. Right now he is look at septic, but he is willing to give us the easement for the sewer interceptor that we have going through there if he is annexed into the City. He is also willing to pave Four Mile Drive to an urban standard on his side. We will meet after Site Review this morning.
