Dear Fred Leistiko, James Patrick and membners of Kalispell City
Council::
Here we go again!! City Council members asked you to give more
information for the Budget hearing in May
and then you give no information about the proposal for the City Air
Port land purchases.
How much is each piece of property you want to purchase for the City Air
Port?
What is the appraised value and what is the size of each piece?
You want to buy The Fire Place Store on Highway 93 so that you have
access to the old city dump. You
don't have the money to purchase the old city dump. And you don't even
know whether this site
can be used for a Terminal. And when was a Termnal added to the plan?
Is it required by EIA?
What is the cost of the land needed north of S&S that is required by
EIA?
Mr. Talmage wants the city to purchase his land next to the airport. Is
this land required under EIA and how much is
the cost?
To top it off you want to annex land that is not needed for the Airport
Expansion. Who will pay these impact fees?
On all the land you will be required to annex if purchased, is the city
required to pay the impact fees
and the cost of removing buildings, etc?
You do not know when the the radio tower problem will be resolved. The
cost of paying for the purchase of
land can cost a lot of money plus the interest that the city does not
have.
Information given for the Budget Hearing indicates that many services
may need to be cut to help pay just for
the cost of GAS to run the different Depts. And you do not have the
funding to change the old city hall for the
Depts that will be using it.
Funding Possibilities you listed:
Reimburse or loan the airport purchase from the Airport TIF dollars. Is
there really that much money in this TIF
Fund at this time?
Bond for these purchases because FAA will reimburse the city later?? How
do you plan to make the payments on the bonds
and the interest? The money flowing into the general fund from new
houses and developments has not kept up with your spending!!
Using "your" dollars to by extending payments through the use of a note
or mortgage. " Just where will this money coming from?
By adding more taxes or fees to residents living in Kalispell? We are
still paying for your, "we need to purchase the old
Wells Fargo Building:" without the facts and costs known.
And ,of course, there is Old School Station Project where the lots are
not selling.
It is time all the facts and details are given to the public and council
members before you EVEN consider having a
work shop or bringing up the subject to City Council Meetings.
