OLD BUSINESS: None.
NEW BUSINESS:
Chick-Fil-A — Construction will not begin until next year. This will go in north of Verizon, and east
of PetSmart in Spring Prairie III. There will be a discount tire shop to the north. There is a 20'
landscape buffer along the east boundary which is part of the PUD design. They have a pedestrian
connection to the existing trail inside the complex. They have 3 handicapped parking spaces and 19
stacking spaces. There is a screened garbage area. This project was basically approved through
Architecture Review with a few small adjustments along with some changes on the highway side
elevations. They have met with Public Works and will be providing some more information to
Haskins regarding the ADA pedestrian connection to the pedestrian/bike path along Hwy 93. This
will be on the agenda for next week.
Courthouse East — We have received a proposed PUD amendment to change the use of the old
Boiler Room (coffee house) to two residential units. This would be an interior remodel of 2,500 sq.
ft. Everyone is comfortable calling this a minor change as far as converting the use. There were
some concerns regarding their parking lot layout changes where they were going to fence out some
areas and change around the parking. Crowley stated they will need to adjust their curb stop to
finish grade regarding their water service. The proposed amendment was deemed to be minor by Site
Review and approved. The final review of the parking lot changes will be part of the Building Permit.
PLANNING OFFICE ITEMS:
Stillwood Farms —Two townhouse lots at North Riding Road and Three Mile Drive. North Riding
has had a no access strip. This is not necessary since North Riding is no longer a collector road. We
had designed it so the access would come off of Vista Loop at the corner, but Mike Frasier had
proposed an emergency fire access on North Riding, with a gate and a chain. Jentz told him we do
not want to have a driveway that goes from North Riding through and past four houses onto Vista
Loop, as that's a private driveway. The Planning Board passed this as submitted. Jentz presented the
various options that could be considered. Wargo discussed her concerns regarding the water service
lines. Frasier requested the option where everything comes off North Riding Road. Rademacher
asked if there is parking along North Riding. Jentz stated that it is not prohibited. The Committee
agrees with everything coming off North Riding.
TKG Enterprises/Spring Prairie Development Phase IV — Wargo has sent their engineer
information, they have responded, and she will be sending back responses to them and to Jean Riley at
MDT. This will be going to the Planning Board for a Work Session on February loth. A Traffic
Study has been sent to MDT and they are reviewing it. Stormwater and traffic access are the two
main concerns. Bus shelters were briefly discussed. This will be on the agenda for next week.
OTHER REPORTS:
Summit — 205 Sunnyview Lane; proposed parking lot expansion into open field. The fence issues
have been resolved. Crowley stated a concern about sidewalk being provided for pedestrian access
on East Meridian going south. Freyholtz stated that the signal is not set up for pedestrian crossing
there yet. Crowley also noted that their existing curb cut needs to be taken out. Comments have
been sent to Toby McIntyre on this project. This will be on the agenda for next week.
Dental Clinic — Jentz noted that a new dental clinic is proposed on Wolfpack Way west of Glacier
High School, on the west side of Old Reserve Drive. They will need to extend water, along with
extending Wolfpack Way the length of their project with a temporary turnaround. Sewer is already
there.
Housing Development — south of Northern Pines which is now Big Mountain Golf Course. This is
30-40 acres on the west side of Hwy 93. A developer is proposing a 30-unit subdivision. Jentz told
him the biggest concern would be access.
Town Pump — Sorensen noted that there will be a meeting tomorrow regarding the Town Pump.
They are considering a new location north of Home Depot on the old River Church site on Reserve
Drive. They are looking at annexation into the City. There are slope issues there. Freyholtz stated
they have done a Traffic Impact Study for MDT, and they are good with the proposed access. It was
noted that the BPA power lines take up a lot of this site.
North of Eisinger - Jentz mentioned the piece of land up against the Stillwater River on the eastside
that has a single-family house. A developer is interested in putting in a hotel and a restaurant there.
Sewer is on the other side of the highway. There could be access and flood plain issues.
Town Pump South — on Cemetery Road. Discussion was held regarding what they may be doing
with the property they purchased next to them. Crowley noted they may expand as a larger facility to
accommodate a possible truck stop.
