12-24-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Wednesday, December 24, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Chad Fincher, Parks & Rec. Director Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Aaron McConkey, Project Manager Rick Parker, Bldg. Dept. Inspector Wade Rademacher, Police Captain P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: J2 Office Products — 700 Sunset Blvd. — Public Works has given them comments and are waiting for their reply. Parker stated they will probably need to sprinkler this storage building because of the type of materials they will be putting in there. Public Works will need the details on that. Parker is close to completing his review. Sorensen is working on binding the two lots together, and Harball is still working on the vacation of our easement that goes through the property. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Stillwood Farms — 4-lot subdivision - two townhouses at North Riding Road and Three Mile Drive. Crowley had noted previously to Haskins that there are broken sidewalks that front their property and will need to be replaced. Flathead High School/Elrod Elementary School Residential Parking District — The Parking District is going forward to the Public Hearing in January. We will be having a meeting in early January with KPD, Public Works, and Planning to discuss some of the details regarding this district. Denver Townhouses — Existing duplex on Denver will be converting over to a townhouse. There is only one existing service. They will need to put in a second set of services and a two-hour fire wall. They will also need to pay additional impact fees. Victory Commons — Jentz spoke with Karen Blumenstein recently and they are planning to go forward the first week in January with Victory Commons. They do not have any anchor stores presently, and so they will start with pads and landscaping. They will be moving dirt for Kidsports, and using the dirt to fill in the pond. They plan on berming on the back sides of the buildings to hide the van and the warehouse aspect of the delivery sites. They hope to start grading in April. Earl Bennett Building II — We are still waiting for this project to come in. They will be opening bids soon. Sorensen stated they will probably be claiming Agency Exemption. Chick-Fil-A — They will be coming in at the end of January for Architectural Review and Site Review. Construction will not begin until the following year. OTHER BUSINESS: Financial Drive —Three 4-plex units. They are comfortable on the stormwater with this version. The manhole they want to tie into is privately owned, so they will need to work with the Gateway West Mall owners: FCEDA and James Taylor from California. Their other option is to make it bigger. If they are unable to get permission, they may need to redesign it. Haskins noted that the line from their pond to the manhole would be their line, and they will need to locate it. Sorensen had concerns about how the handicapped parking worked in conjunction with adaptable and accessible units. Would one suffice and do they need to add other ones up by the other buildings. Haskins asked if they have a mailbox location or trash enclosure. Sorensen noted that this is still in a preliminary stage, as they haven't bought the property yet. They will need to have a sidewalk connection along one or both sides of their entrance, and then crossing the last 25' across the parking lot to the front doors. Each unit has a single car garage space. This will be on the agenda for next week.
