PERFORMANCE BOND REMINDERS: Crowley stated that we have released the Kalispell
Center Mall bond back to Glacier Bank.
OLD BUSINESS:
J2 Office Products — 700 Sunset Blvd. —Wargo has started her review of the Design Report.
McIntyre asked for clarification where there is no boulevard. Crowley noted that the cross slope
exceeds two percent, so it needs to be sloped down. McIntyre stated that it's right up against the
curb so would they be allowed to put in a ramp with a 6" drop at the driveway location? Crowley
replied that in this case it would be allowed. The ramp would go in at Hwy 93, and another one
across Wyoming. McIntyre asked if we would want to add a ramp in there if there is actually not a
controlled crosswalk. Jentz stated that there is no curb, no sidewalk, and the fence is almost out to
the street. McIntyre will take a closer look at it. Crowley thought it would be a good idea to check
this with MDT, and he would like to see these improvements go in. Haskins stated that on the aerial
map, it looks like they set the stop bars for the traffic lanes back so you would have a place for a
crosswalk. In the landscape plan they proposed a creeping vine on a fence for screening. There is a
City water easement there from 1912. The owner will make a request of City Attorney Charlie
Harball to get this abandoned. Sorensen needs information on the pole heights. Regarding binding
the parcels together, there is different ownership for the parcels. They will need to quitclaim it over
to have it in one name and then bind them together or they can remove the property lines. This will
be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Stillwood Farms — proposed amended plat. Two townhouse lots at North Riding Road and Three
Mile Drive. We have a Plat with a series of four service lines coming off of Vista Loop. They are
taking sewer off of Three Mile Drive. There is an emergency access going to North Riding Road.
They have a proposed water garden that could be for stormwater management. The bike path has
sewer service lines going across it. This will be on the agenda for next week.
Financial Drive — this is back where the state office building is located. At that corner they have
proposed four 4-plex units. Jentz noted that this may only fit three 4-plexes, as they haven't
addressed stormwater yet. Sorensen stated that they may be proposing a shared community
stormwater area, that some of the neighboring property owners may be willing to go along with
because of some encroachment issues on some other things. The details have not been shown yet.
The lots will be .46 acres for each pair of 4-plexes.
Two 6-Plex Units - Just south of Sinopah, coming off of Meridian. The slopes could be challenging
for the stormwater management. The Fire Department will require a fire hydrant on the other side of
Meridian. Haskins noted they will have to have E 1 units for sewer; especially the back lot because of
grade. There are existing services this will have to be abandoned to upsize for a larger service.
Sprinklered buildings will be required for 5-plex and above units in 2015. They may need to dig up
Meridian. Discussion was held regarding eliminating the lot line. They will need a zone change to B-
I.
Flathead High School/Elrod Elementary School Residential Parking District — The
neighborhood and School District 95 will be having a small meeting to iron out some issues. They
plan to have a public hearing in January. They have agreed to a small parking district for five blocks,
on the avenues only.
OTHER BUSINESS:
Kalispell Regional Medical Center
Sunnyview Parking Lot — corner of Glacier View and Sunny View approach. The residents
are concerned about headlights coming into their windows. McIntyre presented three
options: 1. Potential dead-end; 2. new approach onto Sunny View; and 3. reconfiguring the
driveways onto Glacier View Drive. Discussion was held. Option 93 is the preferred option.
Emergency Room - Possible encroachment/easement permit. In the PUD there is a
pedestrian path along the east side of the campus. Phase 1 was the Surgical Tower. Phase 2
was the ER expansion, then 3, 4, and 5 were other items. The Pedestrian connection south of
Brendon House through Sunny View is the only condition in the PUD that is triggered with
the Phase 2 work. With the encroachment easement, McIntyre asked where the City would

like the roofline. Can they raise the ROW? Can there be an easement that would allow them
to encroach because the 5' setback that was allowed by the PUD goes into their existing ER
drop-off. They would like the ER/Ambulance entrance area to have an enclosed garage or
sally port. There would also be a covered roof vehicle loop for the drop-off for the general
public. They are also looking at a small building expansion near where the existing loading
dock is located, which is strictly for materials management. To do the ER work, they will
have to move the materials management. McIntyre stated Harball suggested an encroachment
easement or permit that would allow them to leave the right-of-way as shown but allow the
roofline to encroach on that corner of the ROW. Sorensen noted that zoning has a general 5'
setback there. If they do it as an encroachment easement, we would have to have a PUD
modification to allow that to happen. The ER garage will have three lanes that are fully
enclosed, and KPD could use the same entrance. McIntyre noted that the street is low
relative to the finished floor. They would like to raise the intersection 6 to 8 inches,
depending on how far back they can go based on existing improvements. The north and east
side of the intersection is extremely flat, so by raising it up it would possible improve
drainage. It could also slow traffic. It would have about a 1% change. They would be
replacing curb, adjusting manhole elevations, and adjust the rims on the gate valves. Crowley
asked about their pedestrian access. McIntyre stated that the architectural consultants are
from North Carolina. He has met with them and informed them they will have to reconnect
the Conway sidewalk to the sidewalk to the south of the modular building. They would have a
walkway across the front and connect to the existing sidewalk. There is an existing stairwell
to the basement that will need to be reconfigured. They want to leave the two existing
parking spaces. Clawson noted that the courtyard they will be creating will have certain
requirements that they should take note of. McIntyre also stated they will need to reroute the
sewer main, based on where the column lines are. Haskins will look at the easements.
Rail Park — Jentz stated that the Council met with the FCEDA Board, and the Council will
contribute about half of the final engineering with FCEDA. That would be in January, and start the
final design of the Rail Industrial Park.
