SUBJECT: Airport Area of Influence Committee
MEETING DATE: May 1, 2005
BACKGROUND: Montana Code Annotated (MCA) 67-4 requires local governments with an
airport listed in the NIPAS to designate an airport affected area around that airport. The
designation must be based on FAA rules and guidelines. Upon the designation of an airport
influence area, the use of land within the airport influence area shall be restricted as to heights of
obstacles consistent with FAR Part 77 until new rules are adopted pursuant to MCA 67.
Since this airport area of influence will impact both county and city, the joint airport
affected area committee has been agreed to by the Flathead County Commissioners and will
consist of five members, two appointed by the county, two appointed by the city, and one at -
large. On February 22, 2005 the commissioners appointed their two members to the above stated
committee.
The Kalispell City Council needs to appoint two members to the committee and these
four people will meet and appoint the fifth person at -large to finalize the makeup of the
committee.
RECOMMENDATION: The City Council appoint Planning Director Tom Jentz and Airport
Manager Fred. Leistiko to represent the City of Kalispell on this committee.
ALTERNATIVES: As suggested by council.
