Patrick, City Manager Tel 406.758.7708 Fax 406.758.7771 charball@kalispell.com SUBJECT: Notice of Intent to Bond Airport Improvements and Call for Public Hearing MEETING DATE: Monday, February 7, 2005 — Regular Meeting BACKGROUND: The City has been moving forward on its plans for the improvements to the Kalispell City Airport. The projects that are within the immediate future for completion are the purchase of land and improvements behind the Armory that are currently owned and occupied by Red Eagle Aviation. The northwest utilities have been bid and are on schedule for construction. The northwest ramp and taxiways need to be completed this construction season to serve new tenant/investors. The internal vehicle access road and automatic vehicle security gate must necessarily be completed this season to serve new tenant/investors. The purchase of the real estate and improvements and the construction of the northwest ramp and taxiways are FAA reimbursable expenses in the range of $1.2 million dollars of the total proposed bond of $1.7 million dollars. RECOMMENDATION: That Council give a resolution of intent to bond for these specific projects and call for a public hearing. FISCAL EFFECTS: None at this time. Patric , City Manager RESOLUTION NO.4976 A RESOLUTION OF INTENT TO BOND CERTAIN PROJECTS WITHIN THE KALISPELL CITY AIRPORT REDEVELOPMENT PLAN, A QUALIFIED MONTANA URBAN RENEWAL PLAN, AND TO CALL A PUBLIC HEARING ON THE PROPOSED SALE OF BONDS. WHEREAS, the Kalispell City Airport Urban Renewal District and Redevelopment Plan has been duly approved and adopted by the Kalispell City Council and which plan has been regularly updated; and WHEREAS, the City has the statutory authority to bond projects within such a qualified Montana Urban Renewal Plan; and WHEREAS, any proposed sale of bonds requires adequate public notice and opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. It is the intention of the Kalispell City Council to bond for certain qualified planned improvements to the Kalispell City Airport Urban Renewal District, in an amount of $1,700,000 to include: 1. Purchase of land and improvements currently owned by Red Eagle Aviation 2. Northwest Ramp and Taxiways 3. Northwest Utilities 4. Internal Vehicle Access Road (16' Wide) 5. Automatic Vehicle Security Gate SECTION H. A public hearing is hereby called and shall be held on February 22, 2005 at 7:00 p.m. in the Council Chambers on a proposed sale of bonds.
