10-23-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 23, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Chad Fincher, Parks & Rec. Director Keith Haskins, Senior Civil Engineer Tom Jentz, Planning & Building Director Kevin LeClair, Senior Planner Wade Rademacher, Police Captain Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Brian Nelson (APEC Engineering); Michael Jackola (Hammerquist & Casalegno); and Mark Waatti (Waatti Engineering). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Canvas Church — 255 Summit Ridge; expansion of existing church. This is a 6,000 sq. ft. addition off the front that is basically filling in some interior space in the building. They will be adding landscape islands in the spring. They plan to have the entryway completed by Easter Sunday. Site work will be done in Phase II in the spring, which they plan to bond for. They will get some plans in to show the basics of what will be going in. We could approve it with a condition that the final design get reviewed and approved before they complete Phase IL An Administrative CUP notice was sent out yesterday, with response time open through November 7th. This will be on the agenda for next week. Arleen Hunt — 11 S Meridian, Suite A; convert to dog day care. They have their Administrative CUP and the different conditions on that. One of the conditions is to pave the existing gravel parking lot. It has an existing bike path/sidewalk in front. They plan on posting a Cashier's Check as bond for the parking lot paving. The paving will be for the width of the front of the building to the sidewalk for five parking spaces, including a van accessible handicapped space. This is approved through Site Review. Proven Graphics — 120 Westview Park Place; new commercial building. This is behind the Alpine Dental Clinic. They are not submitting for a building permit at this time. They are looking for some review comments, especially with Public Works issues. Haskins noted there was a swale that was supposed to be constructed with the original subdivision that never was constructed. There was also a detention pond on the south west corner that wasn't constructed per the plan. Nelson stated that the detention pond was vacated by the City for whatever reason and got rid of that. Crowley noted that Wargo is looking at the Engineering Report now to dig down through it, as there are some questions there about how that was supposed to work. Wargo stated that the big thing is where the drainage is going to run off. How they're showing it with the discharge on the southwest corner of the property line isn't where the pre -developed flow originally went. They are proposing discharging it to the southern property, which is private property, where the ditch they want to discharge it to is. They would have to either get an easement on the lot to the west of it to get it into the retention pond, or an easement to the property to the south to be able to discharge it there, but that would be a big concern. Just the setbacks from the property lines and the building to the ponds that are shown. Waatti asked if they could discharge that onto Westview Court. Crowley noted that would drain into dry wells, and that it was not originally designed to do that. Wargo will send them the comments. Zoning is fine with this project going in there. There are greenbelt requirements in the Zoning Ordinance anytime there is a B-type of zone that is bordering a residential type of zone. They would need a view -obscuring fence or hedge along the southern property line. They will need a lighting plan. Sorensen noted the setbacks are measured to the eaves. Parking was discussed. Their handicapped parking space needs to be van accessible. Their parking numbers are based on their site plan. Waatti noted that a print shop would not need as much parking, but Jentz noted that if they were to sell the building as some point, they should consider having more parking. Crowley noted that usually a pedestrian connection would go from the street to the building, other than the driveway. A pitched roof will tie into the storm system. LeClair noted that there should not be any rooftop mechanical that would be seen from Hwy 93. They will probably submit this project for full review in the next few months. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Flathead High School/Elrod Elementary School Residential Parking District — There will be a Work Session on Tuesday night, October 28th, to continue this discussion and decide what, if any, is the best option to recommend to the City Council. Growth Policy — The Draft Growth Policy will be going in front of the City Council for a Work Session on Monday night. OTHER BUSINESS: Flathead County Jail — Renovation drawings will be coming in soon, at least for Architecture Review. Bypass Meeting — Freyholtz stated there will be a Final Bypass Plan Review meeting on Monday afternoon to discuss the bypass from Three Mile Drive to Reserve Loop. The Toggery — The Toggery is moving ahead to go in the old Army -Navy Store on Main Street. They plan to have 7,000 sq. ft. on the main floor and 7,000 sq. ft. on the lower level, so they will be sprinklering the building. The water line is 8' out from the building, so they will have to dig up Main Street to access it. South Kalispell Urban Renewal Plan Update — CTA was selected to be the consultant on the South Kalispell Urban Renewal Plan Update, which is basically the City Airport. This update will cover what happens with the airport, the neighborhood around the airport, and South Kalispell. It's going to be a 9-month to a year -long process. The meeting was adjourned at 10:22 a.m.
