12/02 Work ProgramTRI-CITY PLANNING OFFICE 2002 WORK PROGRAM - DECEMBER KALISPELL (DECEMBER 20011 1. THE KALISPELL CITY -COUNTY GROWTH POLICY PLAN UPDATE. City Council has completed final draft document and forwarded to County Commissioners. 2. REVIEW HEIGHT RESTRICTIONS IN THE CITY OF KALISPELL Project completed. 3. DEVELOP PLAN/TIMEFRAME FOR THE ANNEXATION OF AREAS ON CITY SERVICES. Ongoing program. Coordinating with zoning officer. 4. REVISIT KALISPELL BIKE/PED. PLAN AS PART OF THE GROWTH POLICY UPDATE. First draft completed. Activities not started: 5. Address "development issues" i.e. state lands, mall, Hwy 93 S. utilities. 6. Entry corridor issues. 7. General "housekeeping" amendments to Kalispell zoning ordinance. 8. DEVELOP ARCHITECTURAL STANDARDS Work session with council is scheduled for January 22, 2002. Staff has collected standards from comparable communities 2. WHITEFISH CITY -COUNTY EXTRA -TERRITORIAL PLANNING, ZONING AND SUBDIVISION JURISDICTION. Draft concept plan prepared, both city and county have reviewed plan. Staff met with Big Mt. Council and commissioners met on December 3. Next step is to review extension of services boundary and update extension of services plan. 3. UPDATE MASTER PLAN (GROWTH POLICY) Staff has completed draft Master Plan update to Growth Status. Resources and Analysis document (supporting document for plan) update is approximately 50% completed. Waiting for Commissioners to give nod, that it will consider this. 4. PURSUE AFFORDABLE HOUSING AMENDMENTS TO THE CITY'S CODES Scooping public hearings were held with planning board on November 15 and with the City Council on December 3. Staff has collected information from 15 different communities around the nation, reviewed the programs and based on local input anticipates a recommendation to the planning board for the February board meeting. Activities not started: 5. Pursue available lands survey, update zoning designations accordingly. 6. Develop a Whitefish River Corridor Plan between WF Lake - Hwy 40. 7. Rezone JP Roads neighborhood looking at higher densities for future. S. Underground electric power policy for existing and new development. 9. Identify future municipal land annexations. 10. Review/modify residential setback standards in residential zones. 11. Review downtown parking regs. 12. Review existing height standards in the zoning ordinance. 13. Develop rural agricultural zone between WA (15 acre) and WCR (21/2 acre). 14. Review Extension of Services Plan. 15. Assess development impact fees. 16. EXTENSION OF SERVICES PLAN. Completed October 1, 2001. 2. IDENTIFY FUTURE CITY ANNEXATION LOCATIONS. As part of extension of services plan, began identifying areas. 3. ASSIST IN DEVELOPMENT OF THE URBAN RENEWAL PROGRAM/TAX INCREMENT DISTRICT. Assisted in survey preparation, mailing list development. 4. MONITOR STATUS OF RED BRIDGE PROJECT. On going. Appears that the project has changed course. The bike trail funds will be diverted to River Road and the emphasis will be to rebuild Red Bridge as a conventional bridge with pedestrian features. Activities not started: 5. Focus on transportation issues surrounding the new junior high school. a. Focus on Talbot, Veterans Dr. and 13th Street east of Veterans Drive. b. Explore possibility of a path across the RR between Veterans Drive and 13th. c. Examine the possibility of the City taking Veterans Drive 6. Pursue funding opportunities for updating growth policy. 7. Develop a growth policy for Columbia Falls. 8. Maintain the one -mile extraterritorial zone.
