137 IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KA IT SPELL, M( ONTANA:
Section 1. The Federal Government intends to provide funds to the
amount of 137,039.00 for the purpose of completing the sewer system
and constructing a sewage treatment plant for the City of Kalispell
and it is necessary that the City of Kalispell provide funds to be
expended for material, equipment, rentals, supplies and supervision
in conjunction with the amount to be furnished by the Federal Govern-
ment.
Section 2. That by reason of the fact that the City of Kalispell has
insufficient funds available for the purposes set forth in paragraph
one hereof, it is necessary that emergency warrants be issued in the
approximate sum of $23,832.70 for the purposes herein set forth,
which warrants shall be designated as relief warrants and shall be
paid from what is known as the Emergency Relief Fund of the City of
Kalispell heretofore established and which fund consists of monies
received from tax levies made by the City of Kalispell and from
other sources as provided by law.
Section 3. That it is the Intention of the City Council of the City
of Kalispell for the purpose of providing money with which to pay
the warrants issued against such emergency fund to, at the time and
in the manner provided by law, provide a levy as provided by law
upon the taxable property within the City of Kalispell until all
such emergency warrants are paid in full.
Section 4. That it is proposed to cormence issuing said warrants
on and after the first days of September, 1940, unless there
shall be filed with the City Clerk of the City of Kalispell, pre-
vious to said date, petitions opposing the construction of the
said projects herein described; which petitions shall contain the
names of as many as ten per cent of the qualified electors voting
in the last general election within the corporate limits of the
City of Kalispell.
Section 5. This resolution shall be published in the Kalispell
Times, a newspaper of general circulation, published in the City
of Kalispell, for four consecutive issues thereof commencing on
the 5th day of July, 1940.
This resolution unanimously adopted by the City Council of the
City of Kalispell and approved by the Mayor thereof on the let
day of July, 1940.
