08-07-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 7, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Keith Haskins, Senior Civil Engineer Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer Kathy Nelson, Recording Secretary Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: Tony Banovich, with Sanderson Stewart. PERFORMANCE BOND REMINDERS: The Shrimp Place — They have submitted their Performance Bond for their sidewalk and parking lot, and their permit has been issued. OLD BUSINESS: Bridge Club — 22 Village Loop; new bridge club building - looking at putting in another building similar to the other ones that are in there. This building will be west of Sand Surveying. Their site plan only shows the property where the building is going. They are not planning on adding anything into the parking lot. They have more than enough parking in front. We are waiting for more complete site drawings. Public Works will look at the address on Village Loop. This will be on the agenda next week. NEW BUSINESS: UPS — 1151 N Meridian; addition to existing UPS facility on back side of building on the east side. There may be some internal property lines that will need to be bound together. Banovich explained that the addition will be a 13' x 53' pre-fab loading dock, with four bays on each side. They should be fine on parking counts. Clawson noted there may be a need to sprinkler or add fire walls to the building. Wargo confirmed they will need a stormwater permit. They are going through a basic code review with the State, as UPS has other similar additions going in at a few other locations in Montana. This will need to go through Architectural Review. This will be on hold for now. 332 South Main — convert former bike shop/retail to beauty salon. This is on the agenda today because it is a change of use. They will be doing some interior work and a minimum amount of work on the facade. There will be impact fees on this. They will be going to Architectural Review on Tuesday. This is passed through Site Review. PLANNING OFFICE ITEMS: The Planning Board will behaving four Public Hearings on August 12th on the following items: Bright View, Phase II - We have an application for a 12-lot subdivision. This is the DNRC property behind Glacier Eye Clinic. LeClair discussed this with Haskins and gave him a copy of the staff report. J2 Office Products — Sunset Blvd. We have an application for a text amendment change to the B-I neighborhood business zone to allow office supply as a larger than 4,000 sq. ft. retail use. Zoning Ordinance Update — There are a number of updates to clarify different zoning provisions, including: Adding some provisions with place holder PUDs, similar to what we will be talking about with the Captain's Marine; adding rail industrial parks as a permitted use in the I-1, which is geared around the rail industrial park that is going in; adding some clarifications and making more consistent language in the parking section, as it refers to parking areas, parking lots, and parking facilities, which are all the same thing; cross references for residential uses; the R.V. change to the Parks definition that would allow RV parking in conjunction with a sponsored event for up to one week and at no charge as well as at the fairgrounds, and allowed up to a week in residential zones for guests on property; some site review standards; clarification for kennels; and the existing airport height regulations will now be under zoning, so they are not changing any of the current airport provisions. Growth Policy —We will also be having a Public Hearing on the Growth Policy, with the intention of forwarding that onto the City Council. Captain's Marine — Following the Public Hearings, there will be a Work Session on Captain's Marine PUD. The Planning Board has an "information only" discussion about the proposal before bringing it to a Public Hearing. They would like to move to a property in the Gardner's PUD, on the south end of United Drive, south of Glacier Hardwood (the old Northwestern Truss). APEC Engineering is doing the work for them. They want to put in a 14,000 sq. ft. retail boat and trailer sales facility with service and showroom out on Hwy 93. LeClair asked for any Public Works issues or comments on this so he can present them to the Planning Board at this meeting. OTHER BUSINESS: Courthouse Couplet — Jentz stated there will be a meeting tomorrow with City Manager Doug Russell, Mike Pence from the County and CTA about the courthouse couplet issues. Then there will be a City Council Work Session next Monday night to bring the Council up to speed on this issue. The County would like to have their campus on the west side and shift all the traffic to the east side. MDT would like a lot of traffic to be handled on whatever side it is, and we will all need to sort out what all of that would look like. CTA has completed a nice design of what the County Campus would look like around the courthouse, and a two-lane road along the eastside. We may need to update our Transportation Plan after the bypass is complete; then we can see how the transportation numbers come out. The meeting was adjourned at 10:15 a.m. 2
