07-31-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 31, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Kevin LeClair, Senior Planner Wade Rademacher, Police Captain Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary PERFORMANCE BOND REMINDERS: The Shrimp Place — They have obtained their Performance Bond for their sidewalk and their parking lot. They will bring it in tomorrow or Monday, with a completion date set for next July. We will be issuing their permit when we receive the bond. OLD BUSINESS: None. NEW BUSINESS: Faith Covenant — 611 3rd Ave E; Parking lot project — They were putting in a parking lot. It is an existing gravel parking lot, so it is grandfathered in as far as some setbacks and locations. They moved their handicapped space from off the alley up to being in line with the other two. They will need to continue to work with Public Works on this. There is no separate site review or zoning approval required. Bridge Club — 22 Village Loop; new bridge club building - looking at putting in another building similar to the other ones that are in there. This building will be west of Sand Surveying. Their site plan only shows the property where the building is going. They are not planning on adding anything into the parking lot. They have more than enough parking in front. They will get some kind of an as - built, so we can look at that. The building plans were from previous years. This will be on the agenda next week. PLANNING OFFICE ITEMS: The Planning Board will behaving four Public Hearings on August 12th on the following items: Bright View, Phase II - We have an application for a 12-lot subdivision. This is the DNRC property behind Glacier Eye Clinic. LeClair discussed this with Haskins and gave him a copy of the staff report. J2 Office Products — Sunset Blvd. We have an application for a text amendment change to the B-1 neighborhood business zone to allow office supply as a larger than 4,000 sq. ft. retail use. Zoning Ordinance Update — There are a number of updates to clarify different zoning provisions, including: Adding some provisions with place holder PUDs, similar to what we will be talking about with the Captain's Marine; adding rail industrial parks as a permitted use in the I-1, which is geared around the rail industrial park that is going in; adding some clarifications and making more consistent language in the parking section, as it refers to parking areas, parking lots, and parking facilities, which are all the same thing; cross references for residential uses; the R.V. change to the Parks definition that would allow RV parking in conjunction with a sponsored event for up to one week and at no charge as well as at the fairgrounds, and allowed up to a week in residential zones for guests on property; some site review standards; clarification for kennels; and the existing airport height regulations will now be under zoning, so they are not changing any of the current airport provisions. Growth Policy —We will also be having a Public Hearing on the Growth Policy, with the intention of forwarding that onto the City Council. Captain's Marine — Following the Public Hearings, there will be a Work Session on Captain's Marine PUD. The Planning Board has an "information only" discussion about the proposal before bringing it to a Public Hearing. They would like to move to a property in the Gardner's PUD, on the south end of United Drive, south of Glacier Hardwood (the old Northwestern Truss). APEC Engineering is doing the work for them. They want to put in a 14,000 sq. ft. retail boat and trailer sales facility with service and showroom out on Hwy 93. LeClair asked for any Public Works issues or comments on this so he can present them to the Planning Board at this meeting. OTHER BUSINESS: Three Mile Views, Lot 1— LeClair stated that they have received a request from D.J. Walker with Premier Real Estate for a Plat Amendment for Three Mile Views, Lot 1. This lot's back frontages on Three Mile Drive and North Riding Road, and the little front frontages out on Vista Loop. They would like to get a Plat Amendment to put a driveway out on North Riding Road. It's not just a plat condition, but it's one of our Subdivision Regulations that requires on access onto North Riding, so in order to modify that we've advised them that they need to ask for a variance from the Subdivision Regulations in order to remove that Plat condition. This sort of variance is usually not done unless it is a hardship with no other option that's workable. Bloomstone, Phase 1-A — The Final Plat for this phase will be coming in in about a week or so. They want to get to a Final Plat approval by City Council the first part of September. U.P.S. — They will be coming in for a permit for an expansion of their facility. Verizon — They have a change of curbing where a couple of their parking spaces will be going away. Public Works is okay with this. The meeting was adjourned at 10:15 a.m. 2
