07-03-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 3, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Kevin LeClair, Senior Planner Wade Rademacher, Police Captain P.J. Sorensen, Chairman Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation), and Ryan Pokorny (Kramer Enterprises). PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: 175 Commons Loop (Professional View) — addition to existing medical office building by Glacier Bank up north. The fourth floor would get built out over the roof of the third floor. The only issue is whether or not to require a pedestrian connector through the landscaping. The cost estimate for the sidewalk is between $10,000 and $25,000. Crowley took some pictures of the site but was unable to attend today's meeting. Haskins noted that we need to be consistent with what we are requiring from other projects. Sorensen stated that it doesn't make sense in this particular situation to require the sidewalk. Pokorny responded that the cost of the overall project is only $65,000. Parker stated that the ADA requirement is only for 20% of the total cost of the project. There would not only be the cost of sidewalk ($10,000), but the landscaping would be altered and light poles would need to be moved (additional $15,000). This is going before Architecture Review on July 8th. This will be on the agenda for next week. Happy Paws Dog Day Care — 220 Kelly Rd; convert existing building to dog day care (Administrative CUP). They have withdrawn their application. There will probably be a contractor's regional base office going in there now and it will not be needing any review. Walk Your Dog Club — 1 I I W. Idaho; convert existing retail to dog walking/grooming/kennel facility (Administrative CUP pending). They have proposed a portable outdoor dog potty, but it will not work with our code. They will need to come up with an alternative. The public response has been positive. The response time closes next week. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Growth Policy — The Planning Board plans to do some more discussion on the Growth Policy at their work session on July 8th before they make a final recommendation to the City Council. Flathead High School Residential Parking District - They will also discuss the Flathead High School residential parking district. The neighbors in that area handed over their petitions from approximately 180 of the homes and got 97% support for institution of some kind of a residential parking district in the neighborhood. Planning Board in August — They will address zoning updates. The airport height regulations will now go under the zoning ordinance. RV parking and use in the City will need to be resolved, particularly regarding the Wal-Mart parking lot and at Kidsports. OTHER BUSINESS: Kalispell Toyota — Hwy 93 S; new parking lot. No Site Review approval or permits required other than stormwater. Public Works is reviewing their Stormwater Drainage Plan. It is uncertain as to whether they will be adding any lighting. They will be paving over their area that they have been parking on. The meeting was adjourned at 10:15 a.m. 2
