07-10-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 10, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director Wade Rademacher, Police Captain Kevin LeClair, Acting Chairman GUESTS: James Freyholtz (Montana Department of Transportation), John Peterson (Professional View); Mark Johnson and Suzanne Johnson (Walk Your Dog Club). PERFORMANCE BOND REMINDERS: None. Ashley Heights - We have been having ongoing discussions with Wayne Turner about his sound wall at Ashley Heights. Basically, he does not yet have an approved plan for his wall to be installed there. He is looking for options that might be more economical for him. The options he has so far submitted are not meeting with City approval based on what everyone has agreed to in the past. The bond is due August 15th OLD BUSINESS: 175 Commons Loop (Professional View) — addition to existing medical office building by Glacier Bank up north. The fourth floor would get built out over the roof of the third floor. This is only a 3% addition. The only issue is whether or not to require a pedestrian connector through the landscaping. Sorensen and Jentz had a meeting with City Attorney Charlie Harball about whether we could require that. Sorensen informed LeClair about what was discussed. They already have a sidewalk on the road. The ADA requirement is to have a connection from the parking lot to the front door. The addition of another sidewalk connecting from the right of way to the building is not something that we can require. Haskins noted for the record that Public Works thinks an ADA accessible route is important at a medical facility. He also noted that a meeting between all departments and Harball would keep everyone on the same page. Crowley asked for a certification from their engineer or architect that the ADA requirement has been met and that they accept that responsibility. Peterson noted that when the building was built in 2001, ADA was involved at that time and he had stamped those plans. He also noted that the footprint of the building is not being changed. Crowley noted near the end of the meeting that this situation is very similar to the Oncology Center. Jentz believes that the Oncology Center is adding a larger addition with more changes. Public Works believes that they should all be treated the same. A great deal of discussion was held. This is passed through Site Review. Walk Your Dog Club — I I I W. Idaho; convert existing retail to dog walking/grooming/kennel facility (Administrative CUP pending). Rademacher asked about noise levels and odor. They have proposed a portable outdoor dog potty. They will need to work with zoning on the potty issue. This is an inside facility where the only time they would be outside is when they go to the "bathroom." The public comment period closes on July I Ith. Their free-standing sign will need to go through Architecture Review. Building review may be completed by next week. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Growth Policy — The Planning Board decided to have a Public Hearing on the Growth Policy at their next meeting in August, with the intention of forwarding that onto the City Council. Flathead High School Residential Parking District - They will discuss the Flathead High School residential parking district briefly at their meeting in August and most likely recommend that it be taken to a Public Hearing. Bright View, Phase II - We have an application for a 12-lot subdivision. This is the DNRC property behind Glacier Eye Clinic. J2 Office Products — Sunset Blvd. We have an application for a text amendment change to the zoning ordinance to allow office supply as a larger than 4,000 sq. ft. retail use in the neighborhood business district that they're in. Captain's Marine — They would like to move to a property in the Gardner's PUD, on the south end of United Drive, south of Alpine Storage. This is a long, narrow piece of property that goes back to the slough. They would like to put a boat retail sales and trailer sales facility out on Highway 93. Kalispell City Airport — We will be having a Public Hearing to shift back to the original plan, the pre -FAA Airport Improvement Plan. They will go back to the existing alignment, and that's where our height setback issues are measured from. OTHER BUSINESS: None. The meeting was adjourned at 10:45 a.m.
