PERFORMANCE BOND REMINDERS: None.
OLD BUSINESS: Starbuck's — 10 N Main; new coffee shop with drive-thru. This will be a 1,900
sq. ft. building located on the corner of the Kalispell Center Mall property. Haskins has reviewed the
Traffic Study and said they are good to go. Their final plans came in yesterday. Wargo is finishing
up reviewing their stormwater changes. This is passed through Site Review.
Kalispell Kidds — N. Meridian; new pediatric dental office. The building is 7,823 sq. ft. They want
to get started on their site improvements. No building plans have been received yet. They are still in
the process of binding the two lots together. Public Works sent comments to them yesterday, and are
waiting to hear back from them before allowing any site work. Public Works will check on their
address. Parks and Fire are okay with this project. This will be on the agenda for our next meeting.
Radiation Oncology Building — 343 Sunnyview; expansion of existing medical facility. The Rock is
on one side, and the hospital is to the south. Public Works still needs to review their plans. Crowley
stated they still are not meeting ADA requirements to provide access for pedestrians when closing
Heritage. This is necessary to get their Right -of -Way Permit and is also required for their project.
This will be on the agenda next week.
Burger King — 205 —18th Street East; new restaurant — on a parcel south of the Outlaw Inn. Fincher
needs to know what size the boulders will be that will be used as bollards to the west. Kramer stated
they will be greater than 2'. Crowley is concerned about the curb projections being torn out along the
parking lot curb. These projections direct traffic and guide pedestrians. This should be a curb with a
raised sidewalk going through it. Kramer is concerned that trucks with trailers will not be able to
make the turn if they leave the curb projections in. Public Works still needs to do a complete review.
Phipps will need to inspect the grease trap once it is installed. Building is also needing 2-3 weeks
more for review. The property lines were discussed. Freyholtz will verify what MDT owns there.
Sorensen will meet with them to discuss the GIS issues. Zoning needs cut sheets on their lighting.
This will be on the agenda for next week.
Faith Alliance Church — 348 — 2nd Avenue West; small church addition for lobby entryway and
bathrooms. The addition is off to the north. Their existing ADA ramp is not compliant and needs to
be improved. This is passed through Site Review with that condition.
Highway 93 Alternate Route/Ashley Heights — soundwall. Freyholtz sent a copy of the MDT
Encroachment Permit. The main issue is how it plays with the drainage easement that is affecting.
This is under review with Public Works. Wargo noted that it will run off the back of the lots and hit
the berm that is going to be put in along the wall. There is about 5' left of the drainage easement.
Will that runoff stay within that easement? It should flow off the back of the lots and drain south.
Public Works will contact Wayne Turner. There will be a condition that they get the approval of any
utilities that have rights running through there. This will be on the agenda for next week.
The Meadows — off of Four Mile Drive. They are asking for a PUD Amendment. They have agreed
to have the 15 day timeframe extended that Site Review needs to determine this as a minor or major
change, specifically referring to the utilities. The PUD was originally for condominium development.
They may go with a mix of townhomes and condos now. LeClair suggested they go with a phasing
plan. LeClair has not receive our requested letter/e-mail from the present owner stating that they
have authority to request these changes from the City. Public Works had a meeting regarding this
development this morning. Their development is on a private road, not a public road. Haskins stated
that in order to stay with the intent of our standards to protect private property, we're going to want
the utilities to remain in the road with no parallel lines, no lines between buildings, just stay consistent
with our other construction requirements. They are going to have a lot of trenches that they'll have
to dig in the existing road to make this work. This will be on the agenda for next week.
NEW BUSINESS: None.
OTHER BUSINESS: Costco — The Building Dept. received plans for a walk-in cooler addition on
the north end of the building. They will be taking out eight parking spaces and some sidewalk. There
may be some possible egress issues for the Fire Dept. This will be on the agenda for next week.
PLANNING OFFICE ITEMS: Montana Academy — 1045 — 3rd Ave E - They are looking at a
CUP for a fourth group home. They already have two on the east side and one on the west side.
They have a maximum of eight or less people in each home. These are transitional high school
students from their campus in Marion (Lost Prairie) that come into town to the group homes. They
will do some retro fits on the basement windows (egress), which will need to be done before they can
use the property. Police and Fire do not recall any problems with any of the other Montana Academy
group homes. This is going to the Planning Board June loth

Beehive Homes Assisted Living — on Stillwater Road on the Foxtrotter. An application for a CUP
will be going to the Planning Board June 1 Oth. We will be recommending that it be approved to use
the property, not approval of their site plan. They will still need to go through Site Review and
Architecture Review. Conditions will be required, including looping of fire lines, sewer connections,
etc. They will only be approving the use of this as an Assisted Living Facility. Sewer capacity is still
available at this time. They have widened some of the driveways. No new plans have been received
as yet. This will be on the agenda for next week.
Growth Policy — We are in the final draft phase, and it can be viewed online. Let LeClair know if
you have any last minute changes or additions.
Bloomstone — LeClair had a meeting yesterday on Bloomstone. They would like to break ground on
a first phase this summer. The former proposed park land will now be for a stormwater retention
pond. Fincher will check on the park land as to possible cash in lieu. They will be adding 32
apartment building units and taking away some of their townhouse lots. We will need to decide next
week if this is a minor or major amendment to the PUD, as well as public or private streets. There is
also a change to the Preliminary Plat approval. This will be on the agenda for next week.
