Civil Engineer Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; John Casalegno (Hammerquist & Casalegno); Doug Peppmeier (TD&H); and Toby McIntyre (Jackola Engineering) PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Three Rivers Bank — 223 East Idaho — review of bank addition. Revised drawings were submitted, as well as a response letter and an updated report. They added into the report the O & M as Appendix E. They have switched the erosion control and now have a construction fence. They have maintained the alley access and have moved the construction entrance. They will be taking out the curb ramps, and working with Freyholtz as to what they need to do there. The site plan shows the two new ramps. They have shifted the pond next to the south curb line. In terms of storm drainage, the water is still going to the same spot and the pond is still the same size. They updated the basin map a little bit. They have removed the additional manhole and the water quality device. The driveway will be replaced with a 2% grade driveway. The contour of the pond has been pulled back and made as gentle as possible. They got rid of the rock and have six inches of sediment storage. The PVC pipe with Fernco connections have been added, as well as a cleanout. They will have an encroachment permit for the ramp on Idaho, which still needs to be approved by MDT. CTA is doing the landscape architecture, and they will detail the fence and update their Landscape Plan for where the pond moved. The Landscape information needs to be provided to the Parks Dept. Everyone is fine with the ATM and the two stacking spaces. Their Stormwater Permit has been approved. This is passed through Site Review, but start of construction cannot begin until approved by Public Works. The Rock — 350 Heritage Way; 2,800 sq. ft., 2-story medical office with a basement. We are still waiting for construction drawings. C.T.A. told Haskins that they would have civil drawings in possibly by the end of this week. This will be on the agenda for the next meeting. Starbuck's — 10 N Main; new coffee shop with drive-thru. This will be a 1,900 sq. ft. building located on the corner of the Kalispell Center Mall property. They are about 50 percent done. We are still waiting for their final set of plans. Public Works is still waiting on their Traffic Impact Study and their drainage resolution. This will be on the agenda for the next meeting. Sinopah House — 420 Windward Way; new entry to existing building. The site plan shows the location, which is a fair distance from the property line. This would be about a 60 or 70 sq. ft. new entryway. This is passed through Site Review. NEW BUSINESS: Kalispell Kidds — N. Meridian; new pediatric dental office. The building is 7,823 sq. ft. The sidewalk pedestrian access out to Meridian is the biggest change. The parking lot is going to a bio filtration swale, and a pond is going down in the southwest corner of the site. As far as the site geometry, it's all basically the same as what we looked at before. They reconfigured the handicapped spaces and moved them to the south. A 60' x 20' area is basement, with the rest on crawl space. They have 29 parking spaces (27 are required), with two handicapped spaces. They may do an addition to the north in the future, at which time they would have to reconfigure the lot. They plan to have bark mulch and sod or seed for landscaping. There is a water main that runs from Northwest Lane. They are putting a hydrant on an island, and they will have a temporary blow off for testing and then have a service stubbed up into the front lot. They need a letter to the State from the City that states we are allowing them to do this. We need the overall pole height and clarification on their lighting. They are pulling a sewer service off of the southeast corner. This will be on the agenda for our next meeting. PLANNING OFFICE ITEMS: Moore -Schreiner Property — 1500 3rd Ave E. Existing Quonset hut. Annexation - They are connected to City water, but need to annex to get connected to City sewer. This will be going to the Planning Board on May 13m Rail Industrial Park — near the old McElroy & Wilken gravel pit site. The preliminary plat for the Rail Industrial Park 20-lot subdivision recommendation was approved by the Planning Board and will be going to the City Council May 5th OTHER BUSINESS: Three Mile Drive Bypass —MDT Project. Next week they are going to do their sewer tie over on Wednesday. On Friday, they are going to do their water tie over. During that, they will only have fire protection from the Sheepherder's tank.
