HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Kalispell Brewery Co. - They will be coming in for
their C of O in the next few weeks. They will be posting a bond for three items they have not
completed because of the weather: A planting bed, brick work on the exterior, and paving and
striping of their parking lot. The bond will be for a total of $38,838.75.
OLD BUSINESS: Faith Free Lutheran Church — 405 Liberty; sanctuary addition to existing
church. Additional plans were passed through Architectural Review. Parks and Public Works are
still waiting to hear back from them. This will be on the agenda for next week.
Three Rivers Bank — 223 East Idaho — preliminary review of bank addition. An updated preliminary
site plan was reviewed. They have taken out the compact spaces and made them wider. They
presently have an unstriped parking lot. The design to the building will change a little bit, and the
entry to the building will be adjusted. Public Works is still waiting for a site plan from them. This
will be on the agenda for next week.
The Rock — 350 Heritage Way; 2,800 sq. ft., 2-story medical office with a basement. They have
adjusted their design and are not doing the convention center or the 100+ parking lot to the north.
The design to the building will change a little bit with a change in their entrance also. This is going to
ARC again this Tuesday. This will be on the agenda for next week.
Starbuck's — 10 N Main; new coffee shop with drive-thru. This will be a 1,900 sq. ft. building
located on the corner of the Kalispell Center Mall property. This was tabled by the Architecture
Review Committee, and is going back in front of them on Tuesday. They want to keep the drive-thrn
lane going around the building as they originally proposed. Public Works has not heard back from
them yet regarding the impact study. They will be adding a sidewalk on Center Street, and a
pedestrian crosswalk through the drive-thru lane. Snow removal is also an issue. They will be in
town Tuesday morning for ARC. This will be on the agenda for next week.
NEW BUSINESS: Kalispell Kidds — N Meridian dental office (preliminary review follow-up).
McIntosh presented their plan that is pared back from the original plan that is now only focusing on
the clinic. They will bind the lots together. The parking to the north of the building can no longer
back into the street. Their access will be off Meridian. Their patient parking will be upfront, and the
employee/staff parking will be in back. They will be going to Northwest Lane for their tap. They will
still need to define their lighting and landscaping. They took away the second access. There will no
longer be a lot upfront. Utilities could go in on the south boundary. They are considering a ground
source heat pump system. There is an existing well there that may or may not be utilized. This is a
fairly small building that would have low flows. They have an area for turning around and snow
storage. The building is outside the setback from a zoning standpoint. LeClair suggested they move
their utilities to the far north edge of the two empty lots. Wargo noted that they will need to have a
fire hydrant installed, and Haskins suggested they extend the main from Meridian to a fire hydrant at
the west end of their property, or pull from Northwest Lane if the fire flows are satisfactory. Dedman
concurs. Crowley noted there is no sidewalk connection on this preliminary plan. Everything drains
to the SW corner, but will probably need curb along the south side. They are still working on their
water quality issues.
PLANNING OFFICE ITEMS: They have two projects set for Public Hearing on April 8:
Ray of Hope Homeless Shelter — 5th Ave W and 1st St W. This is for a Conditional Use Permit.
There is currently an old house at this location that will be demolished. The new building will be for
women and children only. Their present building will then be for men only.
Rail Industrial Park — near the old McElroy & Wilken gravel pit site. Annexation of the tracks for
the Rail Park on the east side of town will be at the first meeting in April for the Planning Board.
There will also be an Extension of Services for water and sewer to the site. They want private
internal roads with gates, and we want public roads. The developers do not want drive-thru traffic
here. We received an application on Monday for the subdivision on these properties. A special
meeting will take place on April 22nd for the Planning Board to hear the Preliminary Plat. They will
have one connection at Whitefish Stage Road. Truck traffic will go out at Highway 2. Jentz noted
that he met with MDT and they are receptive to putting a traffic light in at this location. LeClair
asked for comments to be submitted.
OTHER BUSINESS: Central Kitchen — Wargo noted that they have paid their "cash in lieu of
sidewalks" money. Parks is waiting for a "Letter of Commitment" from them. Crowley noted that
their stormwater drainage that was to be a depression to store water is a mountain of topsoil. There
is an easement along Three Mile that needs to be taken care of. Wargo will check with Harball on the
easement.
