02-20-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 20, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Dave Dedman, Fire Chief Chad Fincher, Parks Superintendent Kevin LeClair, Senior Planner Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Timberwolf — Crowley released their Letter of Committal from the County Commissioners posted years back. They completed an SIA so that they could create the lot before anything was built that was secured by this letter. Kalispell Center Mall Bond — This bond is still in place. LeClair stated they are meeting with him at 11 this morning (to walk through the site to see if all their requirements have been met according to what was bonded for in 2006, and see if their current plans for Starbucks tie in with their original plans.) Outstanding Performance Bond — There will be a meeting next Thursday, February 27th, at 10:30 a.m., right after our Site Review meeting. OLD BUSINESS: Faith Free Lutheran Church — 405 Liberty; sanctuary addition to existing church. Fincher just spoke with them regarding the street trees. They will look at the Parks species list of trees, put some trees on their drawings, and submit it to Parks for their further review. They do not have any other interior landscape to go in. Sorensen stated he told them they would need some kind of a landscape plan. There are some areas that are still undeveloped. It will be submitted with their additional submittal for Architectural Review. He also passed on the drainage comment from Public Works regarding the functionality. Wargo stated Public Works will need to look to see that what they have is sized for their addition for stormwater. He will have them get in touch with Public Works. Also, they were to submit to Public Works and Parks about restoring the curb cut and the landscape boulevard where the access on Liberty Street was proposed to be eliminated. Crowley thought that was dealt with, but he will verify that it was. They are still uncertain as to their timeframe on this addition. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Pentelute Property — This is an annexation that will be brought for Public Hearing to the Planning Board. This is an 18'/2-acre piece of land north of the Armory property. LeClair requests that Public Works review his Cost of Service Analysis as to costs on water, sewer, and storm, with a theoretical number of dwelling units to give an estimate of costs. Also, have Parks review it for servicing parks. They will need to deal with MDOT on access easements. The Village Square properties, which is the PUD that wraps around that up to the north, had identified this parcel as where their access would come out. The owners would like to get it rezoned and then sell it, so that they would have a higher density allowed. Right now it's zoned SAG-10 by the County, which is one house per ten acres. With the new zoning, they would get four houses per acre. Starbucks - Request for Waiver of Preliminary Plat for the Starbuck's location on the corner of the Kalispell Center Mall. LeClair showed the plans with their location of the 1,900 sq. ft. building. They would like a drive-thru lane that goes around the building on three sides. He feels that this three -sided idea will essentially cut-off the building to a lot of pedestrian access. He would like to see them push the building over and have the drive-thru access come in from the north. He would like to have the crosswalks that come across Main and Center come to more of a courtyard area on the south side of the building. Pedestrians can walk up to the building from the pedestrian access, rather than walking across the drive-thru lane. Their parking numbers may become an issue. Northland, Phase 4 — Their Final Plat Application will be going to the Council in March. Discussion was held as to keeping Summit Ridge Road open. OTHER BUSINESS: Spring Prairie — They have started putting in fire lines. Per Parker, they will be sending their response to the Building Department's Plan Review Comments for Boot Barn and Michael's today. He is still reviewing PetSmart. Ulta and Boot Barn will be ready to go soon, as they are basically just shells. They are shooting for an early March construction start. They haven't yet submitted Dress Barn, and do not know what will go in the last pod. School District #5 — Wargo stated they want to pay the cash for the sidewalks at Central Kitchen. Sorensen noted that they are wanting to put in a small garden there. He told them it was fine as long as it didn't interfere with any drainage area. The meeting was adjourned at 10:25 a.m. 2
