02-06-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 6, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director Kevin LeClair, Senior Planner Rick Parker, Bldg. Dept. Inspector Wade Rademacher, Police Captain Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Verizon — 25 Treeline Road; new retail building. The suggestions regarding sidewalk connections were passed onto Karen Blumenstein, and she responded. Basically she stated, "They have purposely directed pedestrian traffic to the Treeline Road sidewalk so that pedestrians will cross their main internal road at a stop sign and not mid roadway, which can create a dangerous condition for both pedestrians and vehicles." She further stated, "Verizon and Chick Fil A sites will have a common entry apron and connected parking fields. Pedestrians can safely cross the parking field which will have vehicles moving at slow speeds with little or no view line obstructions. In addition, grading between the sites will support connectivity." Crowley shared a letter from 2011 with conditions that stated, "There needs to be pedestrian connections within the development that serve the front door of each commercial lot." A letter from the landscape architect stated they are "committed to making this connective." Resolution 95478 dated 2/7/11 also addressed these issues in items a. through h. ADA states that commercial facilities need an accessible route to the public way. Sorensen feels that they have met the ADA requirement down to Treeline from their front door. Crowley feels that the developer should be reminded of these critical issues now, so when Chick-Fil-A comes in, there won't be any surprises that the developer feels are "too late" to address. This is also an issue for the northeast building up by Cabela's. Wargo stated she disagrees with the Blumenstein comment, "Pedestrians can safely cross the parking field which will have vehicles moving at slow speeds with little or no view line obstructions." Sorensen noted the point of the e-mail from Blumenstein was that they hadn't ignored these concerns, that they had thought about it, and this is their perspective on how the pedestrian traffic would interact with the vehicular traffic. LeClair suggested they move their two handicapped spaces from the west side of the Verizon building to the north side, to create connectivity with the handicapped walkway and ramps. Sorensen will discuss relocating the spaces with the building department to see if it is possible under location rules for the spaces. Project approved. NEW BUSINESS: Faith Free Lutheran Church — 405 Liberty; sanctuary addition to existing church. They obtained a CUP in 2010 and have been phasing in the additions. Now they are doing a sanctuary addition off to the west. Discussion was held regarding the right-of-way and a 15-foot setback. There is an Easement Modification Agreement in place that states it was reduced from 60 to 45. They would need 15 feet of separation from the edge of easement to the eave, so they are encroaching. Fincher will check that all the street trees along Liberty Street have been put in as planned. They redid their parking, and their parking counts are acceptable. Wargo and Crowley stated that their stormwater pond on the south side (an infiltration system) needs to remain functional, and a functionality test should be required. The committee will go view this project. This will be on the agenda for next week. PLANNING OFFICE ITEMS: There will be a Public Hearing for a CUP and then have a work session to continue on with the growth policy, including public infrastructure and the annexation policy. They will reconfirm some of the implementation strategies at the end of the document. OTHER BUSINESS: Northland, Phase 4 — Their Final Plat Application came in on Tuesday, and this will be going to the Council in March. The meeting was adjourned at 10:35 a.m.
