01-16-14 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 16, 2014 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Kevin LeClair, Senior Planner Rebekah Wargo, Asst. Civil Engineer Kathy Nelson, Recording Secretary Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Rick Parker, Bldg. Dept. Inspector P.J. Sorensen, Chairman GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: None. NEW BUSINESS: Boot Barn — 75 Treeline. This will be located between PetSmart and Cabela's. Parker has not had a chance to look at the plans to see if they have an ADA ramp in front. This is approved through Site Review. Motel 6 — 1540 Hwy 93 S. They will be doing internal and external ADA improvements. They are putting some treads on some stairs and replacing some of the asphalt areas with concrete. There is a connection to the public sidewalk that they are showing realigning the aisles for their parking area. They will be losing one of their five handicapped parking spaces by adding a handicapped parking space up by the front entrance. Wargo would like to take a closer look at this project. This will be on the agenda for next week. PLANNING OFFICE ITEMS — The Planning Board had a Work Session last Tuesday on the Growth Policy. They have made their way through the Parks and Recreation chapter, the Transportation chapter, and Sand and Gravel Resources. They will meet again on the 28th to discuss Public Infrastructure and Public Services as they continue working through the Growth Policy. Annexation - They have received an application for the property to the north of the Armory for an annexation. This will go to the Planning Board at their March meeting. This is about 18 acres, and they want to get the right to attach to the City's water and sewer so they can obtain an R-2 zoning and sell the property. They have discussed potential highway access with a property to the north called Valley Ranch that annexed and did a PUD for some residential units. LeClair suggested they call James Freyholtz about the highway access issue. OTHER BUSINESS: Montana Sky — We will have the Conditional Use Permit for adding on an antenna to an existing tower at Montana Sky Net up by the hospital. This is an existing 40-foot tower and they are adding the antenna to do a co -location without adding any height to it. No issues were raised by the committee. Fred's — They have installed their water main but they haven't tested it or put it in service, so there is no fire service out there yet. Crowley just wanted to make sure the other departments are aware of this. Jentz noted that when they start doing any wood framing or bringing in insulation, they will need to have that fire service line working. Dedman noted that there are wet lines in the back, too. Bloomstone — Jentz met with them yesterday and they are talking about moving ahead with a smaller version of Phase I, possibly this summer. Mountain Vista, Phase 4 — Jentz met with Phil Neuharth who is looking at Phase 4 in Mountain Vista to do maybe seven lots. There are sewer capacity issues with this project. Aspen Group about Starling — Jentz spoke with them and they are coming to town next week. They want to discuss if it's time for them to move forward with opening up the Section 35 (Grosswiler Section) immediately west of Glacier High School. This phase would consist of approximately 167 units. This would probably not begin until next year. The meeting was adjourned at 10:12 a.m. 2
