OLD BUSINESS: We are trying to wrap up these five items by Monday: The River Church — Wargo still needs to talk to Cindy on this. Impact fees are needed. MacKenzie River Pizza — Impact fees are needed. Parker is still going through their responses to his building comments. The Shops — Sorensen will check with Fincher on this. Impact fees are needed. The Sportsman — The property line adjustment to deal with the fire code issues was turned in to the County yesterday. Impact fees are needed. Parker is still going through their responses to his building comments. 10 Meridian Court — The storm drainage design was given to Porch Construction to get direction on how they want to go. Wargo is waiting to hear from Porch Const. NEW BUSINESS: None. PLANNING OFFICE ITEMS — West View Estates Subdivision - The board had a Work Session on Tuesday on Mark Owens' zone change. The Planning Board will probably vote to extend R-5 over the R-3 area at the Taelor Road entrance into the subdivision. The Owl Corp. will be turning in a revised proposal for a public hearing and then go to Council in January. R-5 allows the same density as R-3 Residential, but allows for a Professional Office on what now is zoned Single Family - Residential. This change would allow houses, duplexes, townhomes, or professional office. Bright View Subdivision — Glacier Eye Clinic — They are getting ready to submit for Final Plat. Northland — Also getting ready to submit for Final Plat. The lots on the eastside of Northland Drive will be coming in soon. The Planning Board Agenda will have a Public Hearing in December on Owl Corp. and then follow that with a Work Session, continuing on with the growth policy. OTHER BUSINESS: Spring Prairie, Phase 3 — Plans will be coming in after Thanksgiving. Discussion was held on pedestrian connectivity in this area, including the east/west connection on the north side over to the new restaurant pad. Crowley noted that there was great pedestrian connectivity before we were talked out of it, so now it is something less than what was originally presented to us. It's not efficient, but it's what was ultimately agreed to. The curb cut goes north and south only. Clawson noted there is nothing to go across the street to where the other two pads are. The connectivity will come down from the bike path through those lots, but it won't get you across the interior road at the northeast corner where MacKenzie is. He asked who is responsible to do the curb cut on that other side. Sewer Capacity — Sewer capacity and the west side interceptor were discussed as to how it will impact new growth up north for Victory Commons (Spring Prairie, Phase 4). KRMC — Hospital addition — Office expansion and 200-person convention facility at the Rock, primarily for employee meetings and possibly community meetings. This would go off the building to the south toward their overflow parking lot. They have discussed stormwater issues with Wargo. This will be going to Architectural Review on the 26th Reserve Loop — Freyholtz noted that the new Reserve Loop to Highway 93 will be open today or tomorrow. Site Review — During the week of Thanksgiving, Site Review will meet on Tuesday, November 26th, at 10 a.m. The meeting was adjourned at 10:27 a.m.
