11-07-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, November 7, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director Kevin LeClair, Senior Planner Rick Parker, Bldg. Dept. Inspector Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: 10 Meridian Court — new commercial building. This is an existing lot within the subdivision. Their Landscaping Plan has been submitted to Fincher and has been approved. Wargo is still waiting to hear from them on their stormwater. Waatti is doing the drainage design for them. The committee will sign off on this and hold the building permit pending the resolve of their stormwater. The Shops — 85 Treeline; new retail spaces. Fincher met with Karen on this project. He is still waiting for their Landscaping Plan. Public Works is okay with this project. They want to start on their concrete work next week. The committee will sign -off on this and hold the building permit pending the sign -off from Fincher. NEW BUSINESS: None. PLANNING OFFICE ITEMS — The board will have a Work Session on Tuesday to continue working through the City's Growth Policy. Regarding the zone change for property located at the south end of the West View Estates Subdivision from RA-1 zoning to RA-2 with the balance of the request from R-3 to RA-2 receiving a recommendation of denial, Mr. Owens has requested that this go back to the Planning Board Work Session on November 12th instead of going to the City Council. They have completed a redesign of what the commercial area could look like with a residential feel. They have two proposed options: RA-2 all the way up to Taelor Road; or the section on the west side of Taelor Road to R-5, to allow them some business opportunity on that side of the road, but leave the R-3 zone next to Stillwater Estates. We would need to have another Public Hearing on this with these changes. OTHER BUSINESS: Spring Prairie, Phase 3 — This was approved by the City Council for Final Plat. Several of the other buildings near Cabela's will be coming in over the next two months, with anticipated construction in March. The whole row of the new buildings will be going through preliminary Architectural Review on Tuesday. A restaurant on the south side will be coming in 2017, but possibly sooner. Spring Prairie, Phase 4 — Once Phase 3 is completely leased in the next couple of weeks, they are moving ahead with Phase 4. We are scheduling an initial meeting with MDT because both sides of the highway are all MDT. They will be coming in in the next three months with some early submittals. This property is zoned "Public" on the Growth Policy. They plan to have their entitlements done in 2014. They hope to begin construction in 2015. Wargo stated that there may be some sewer capacity issues for this project. Jentz noted that he will discuss this with Public Works Director Susie Turner. Townhouses - Jentz will be meeting with Myrna Terry after this meeting to discuss a potential project: Building a series of two -unit townhouses north of 2nd, west of Meridian on some land that is south of Meridian Court. The lack of sewer capacity could impact this as well. Wargo stated that those may be accounted for as vacant lots though. Jentz will look into this. The meeting was adjourned at 10:28 a.m. 2
