PERFORMANCE BOND REMINDERS: LeClair noted that he and Fincher have been working
with Wayne Turner regarding landscaping at Ashley Heights. We have agreed to allow him to plant
trees just on the lots that have houses on them so there will be residents to maintain the trees. We
will do a deduction on his Letter of Credit for the planting that goes in this fall. He will then plant
additional trees in the spring or next fall.
OLD BUSINESS: 10 Meridian Court —new commercial building. This is an existing lot within the
subdivision. This is a 3,200 sq. ft. spec building. Public Works had questions regarding their storm
drainage. They will be submitting something to Public Works regarding water quality. There will be
some changes to the facade on this building as requested by Architectural Review. Parker stated they
will need some engineering because they have 14' walls. This will be on the agenda for next week.
Sportsman & Ski Haus —Existing building with an addition to the east for a small mezzanine,
storage, and expansion to their retail area. No new public entrances; only a new entrance for
employees and emergency exits. There will also be a new loading dock area in the back. They will
continue the landscape that is around the existing building. Wargo will check with their engineer to
see what they will be doing for their new roof runoff. This will be on the agenda for next week.
MacKenzie River Pizza Grill Pub — 45 Treeline Road. They have submitted a draft on pedestrian
access as requested last week by Public Works. The landscaping is acceptable to Parks. The
Building Dept. met with them yesterday. They are wanting to get their concrete curbs and parking lot
issues dealt with and get concrete going November 5th. They may get "The Shops" building project,
too. This is approved through Site Review pending the Building Department's review.
The Shops — 85 Treeline; new retail spaces. Their site and landscaping plans have been submitted.
There will be paving around the north side of the building and landscaping. Their building plans came
in earlier this week but have not yet been reviewed. Public Works has not seen the plans yet. Parks
will look at their Landscaping Plan. This will be on the agenda for next week.
PLANNING OFFICE ITEMS — The Planning Board met and there was a large showing of
community opposition. They are sending their recommendation to the City Council to approve the
zone change for property located at the south end of the West View Estates Subdivision from RA-1
zoning to RA-2. The balance of the request from R-3 to RA-2 received a recommendation of denial
and it is left as Single Family Residential. This recommendation will go to the City Council on
November 4th. The Waiver of Preliminary Plat was to include the whole lot, so Owl is not sure what
they want to do. They may give an alternate proposal to the Council.
OTHER BUSINESS: Spring Prairie, Phase 3 — Final Plat. LeClair heard from the County saying
they had a re -review of the Final Plat that they wanted the City to come down and sign off on. They
sent the Final Plat to the County so it could start getting reviewed by the Plat Room for all the legal
descriptions so when it comes time to record, they won't have to review it later. He had the County
send over what they have so we can look it over. They will need to get on the City Council Agenda
for the November 4th meeting in order to get Council to approve the Final Plat. There are some
responses we need to get from them as far as compliance with all the conditions of the plat. LeClair
will share with the committee members the conditions of the plat approval. He will also prepare the
memo to the Council on this to be ready. Public Works and Parks are okay with the bond they are
posting.
