10-10-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 10, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Keith Haskins, Senior Civil Engineer Rick Parker, Bldg. Dept. Inspector P.J. Sorensen, Chairman Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Kevin LeClair, Senior Planner Wade Rademacher, Police Captain Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; and Bob Erickson, Jackola Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Fred's Appliance — 3075 Hwy 93 S —Parker is close to finishing their Building Plan review. The building will be fully sprinklered. Public Works is ready to give a conditional approval. The conditions would include: A signed Pond Maintenance Agreement for their retention pond; a copy of their Executed Easement for their retention pond; and some corrections before he can sign an MFE for them. The conditions will need to be completed before the Certificate of Occupancy is issued. Project is approved by site review. NEW BUSINESS: 10 Meridian Court — new commercial building. This is an existing lot within the subdivision. This has gone through Architectural Review. This is a 3,200 sq. ft. spec building initially for fixing up his cars. It's all open with one bathroom and a mechanical room. There are four parking spots, but this is designed to add additional parking if needed for future use. They show a sidewalk coming to the front door, and a mix of shrubs in front. There is a lawn area also in the front, and more natural grass in the back. Nothing is shown for solid waste collection. The Building Dept. will suggest they rough plumb in for another bathroom. Public Works will require grading to be completed for future storm drainage. Three Rivers Bank — 233 E Idaho; new entry. Existing site plan. They will be tearing down their existing vestibule and replacing it. It's a similar footprint to what's there now but is a little more substantial in terms of their roof covering over it. They will be doing a new window system in there, putting up some new stone veneer, and painting. This is passed through Site Review. Sportsman & Ski Haus — This went through Architectural Review. Existing building with an addition to the east for a small mezzanine, storage, and expansion to their retail area. No new public entrances; only a new entrance for employees and emergency exits. There will also be a new loading dock area in the back. This will be on the agenda for next week. MacKenzie River Pizza Grill Pub — 45 Treeline Road and The Shops — 85 Treeline; new retail spaces. These both went through Architectural Review this week. Crowley stated they need to make ADA access for the MacKenzie River site. There is a shared trash collection area. Their landscaping ground cover is not mentioned. There is landscaping on the islands in the parking lot. The lighting shows the shorter light poles. Their Final Plat target date is November 4 h. A drainage plan still needs to be submitted to Public Works. The Fire Department connection was addressed by Dedman with Erickson. There are up to five retail spaces in The Shops, but right now it is just a shell. Building plans have not been submitted yet. PLANNING OFFICE ITEMS — The Planning Board met on Tuesday. There was a large showing of community opposition. They are sending their recommendation to the City Council to approve the zone change for property located at the south end of the West View Estates Subdivision from RA-1 zoning to RA-2. The balance of the request from R-3 to RA-2 received a recommendation of denial and it is left as Single Family Residential. This recommendation will go to the City Council on November 4 h. The Planning Board plans to work on finishing the update to the City's Growth Policy by meeting twice a month. They plan to discuss with Public Works about the public infrastructure chapters, and with Parks about the Transportation Section and Urban Forestry in the Natural Resource Section. OTHER BUSINESS: Haskins stated that Public Works has some issues with sanitary sewer capacities as growth happens. Any development wanting to come in north of Greatview or west of Meridian may not be able to hook up to our sanitary sewer. The meeting was adjourned at 10:30 a.m. 2
