Improlro,ment District are hereby declarpd to be as follows -
Beginning at a T)oint where a line drawn throuc,h

and from thence running in a southerly 4irection through
the center of the a.11ey in Block �215 to a point where a

direc',don along the center line of Thirteenth Street to a

Avenue 7ast running from the present terrairius of -the water
main in First Ave�nue 'Past at or about the point of inter-

main through First Avenue Rast to Thirteenth Street and for
