10/02/61 City Council MinutesWON REGULAR MEETING Regular monthly meeting of the Kalispell City Council held 7:30 P. M. October 2, 1961. Mayor Flynn presiding with all Councilmen present. Minutes of regular meeting of September 5th were read. Smyser moved approval as read. Seconded by Roberts and carried. Following City Officials' Reports were approved by motions duly made, seconded and carried as follows: City Treasurer for August City Clerk for August City Engineer for September Police Judge for September Chief of Police for September City Sanitarian for September Fire Chief - 3rd quarterly Reports of Committees: Bjorneby, Parks and Recreation, recommended site on City owned Griffin Park for Youth Center Building. Moved to ammend original action to locate Youth Center on Great Northern Section to City owned section of Griffin Park, with the exact location of building to be determined at a later date. Seconded by Homuth and carried. Also approved application of JC's to use Woodland Park next July for "Go -Cart" races, and so moved. Motion seconded and carried. Lenon, Street and Alley, moved the petition to name "Bemis Street" be denied. Seconded by Ellingson and carried. Lenon also moved petition to open alley of Block between 5th and 6th Avenue West North from Oregon to California be approved. Seconded and carried. Homuth, Finance Committee, reported all claims audited and approved and moved acceptance of report. -Seconded and carried. Homuth moved appointment of Richard Miller to police force for 6 months probationary period, effective from August 22nd 1961. Seconded and carried. Homuth moved the re -appointment of Gene Thompson to Fire Department, effective from October 15, 1961. Seconded and carried. Homuth moved appointment of Morgan Stotts to Assistant Fire Chief, 6 months probationary period and Melvin Peterson to Fire Captain for 6 months probationary period from October 15, 1961. Seconded and carried. - Homuth moved appointment of Ted Waggener, Sargeant-Plain Clothes Man, effective from August 15, 1961. Seconded by Bjorneby and carried. Visitors addressing Council: Kenneth Adams reported abuse by County caused by operation of -equipment on storage lot on 1st. Avenue West. George Ainle.y presented petition for annexation of 7th Day Adventist Church property east of 8th Avenue East North. Dr. Ferree appeared on behalf of Northwest BellaUea Sales Company lessee of Airport to discuss expired lease and past due rent. Moved by Homuth that the matter be referred to Finance Committee with power to act. Seconded by Roberts and carried. Duane Willis of the JC Flag Committee presented a new aluminum casting to hold flags on meter posts to replace old style wood brackets. Referred to Parking Meter Committee with power to act on motion of Ellingson. Seconded and carried. D. Halligan, heading a group of 4 announced plans of Floridation Committee to present public program on October 23 and to obtain petitions for calling of an election. A Petition for installation of new street lights at 4th Avenue West North and California Street and-4th Avenue West North and Nevada Street was approved on motion of-Homuth. Seconded by Ellingson and carried. Lenon moved approval of petition to include the first two blocks of Liberty Street in Adams Addition in Oil Sprinkling District No. 1. Seconded and carried. Following bids were received for purchase of an Economy Bus for Fire Department. Flathead Motor Sales Garey Motor Company Chevrolet Ford $2,286.00 2,198.75 Homuth moved bids be referred to Safety Committee with power to act. Seconded and carried. Moved by Smyser that call 1 or bids on a new compressor for Water Department be authorized. Seconded and Carried. Moved by Lenon that a call for bids for purchase of a Power Stump Cutter be made. Seconded and carried. C� Moved by Smyser that call for bids for gasoline and fuel oil for one year period be authorized, Seconded and. carried. Moved by Ellingson that call for bids for crushing a stock pile of gravel be made. Seconded and carried. Request of Montgomery Ward & Company for a cross -walk on 4th Street between Main and First Avenue East be referred to Street and Alley and Safety Committees. Adjourned. The Meeting was held in the Community room of the First National Bank in order to accomodate a large crowd of citizens interested in the water fluoridation issue. Meeting was called to order at 7:30 P. M. by Mayor Flynn. All Councilmen present. Minutes of regular meeting of October 2,1961 were read. Moved by Roberts minutes be approved. Seconded and carried. Committee Reports: Smyser, Annexation Committee, for,annexation of 7th Day Adventist Church land - awaiting receipt of official.plat. Lenon, Street, Alley and Safety, recommended ammending ordinance No. 674 by defining the Streets and Avenues on which jay -walking is prohibited. He presented such ordinance No. 679 and moved its passage. Motion seconded by Homuth. Roll call vote was taken with all Councilmen voting for. Homuth, Finance Committee, reported all claims -had been audited and approved for payment. Moved acceptance of report. Seconded and carried. Said Committee had collected $330.00 from Rellanba Sales Co. in full settlement for Airport lease. Submitted lease of Airport to Sno-Line Tree Company effective from October 1, 1961 to September 30, 1964 at monthly rental of $75.00 beginning January 1, 1962. Moved that the Mayor be authorized to execute said lease. Seconded and carried. Finance Committee working on plan to have fire insurance re -written under Public Utility Policy at reduced rate; to re-classify airport hanger rate; to reduce value of Golf Clubhouse. Safety Committee accepted low bid of Garey Motor Co. for an Economy type bus for Fire Department. Homuth moved appointment of Lawrence Drew, Asst. Police Chief for a 6 months probationary period from November 1, 1961. Seconded by Roberts and carried. Mayor Flynn announced appointment of Elvin Christopherson, Chief of Police, -and Lloyd B. McClintick, City Engineer. Motion to confirm appointment of Chief of Police made by Roberts. Seconded and carried. City Engineer's appointment confirmed on motion of Homuth. Seconded and carried. Lenon moved permanent appointment of Robert Miller, Police Officer after having served 6 months probationary period. Seconded and carried. Addressing the Council: Dan Halligan spoke for Committee for fluoridation. Said they plan to continue program working through local organizations. Emmet Ostroot presented petitions signed by a purported 2,371 qualified electors protesting proposed fluoridation of City Water supply. Mrs. Gladys Burnell also presented protest petitions by some 80 water users outside of City limits. Following bids were received and opened: For purchase of Air Compressor for Water Department.
