09/05/61 City Council MinutesREGULAR MEETING Regular Monthly Meeting of the Kalispell City,Council held September 5, 1961, 7:30 P. M. Mayor Flynn and all Councilmen present. Minutes of regular meeting of August 7th and special meetings of August 9 and 14th were read and approved as read. City Officials' Reports Approved: Police Chief for August City Treasurer for July City Engineer for August Police Judge for August City Clerk for July City Sanitarian for August Swimming Pool for Season Committee Reports: Smyser, Annexation Committee, approve petition of Chain Saw Sales with provisions that Lee Lewis Super Stop be reimbursed for water line and any sewer facility be done under an S. I. D. Committee to continue with petition. Bjorneby, Recreation and Parks, New Street lights installed at High School - proposed site for Youth Center at Griffin Park not approved by Great Northern - alternate site in Court House Park on lst. Avenue East. Turner, Library Committee, New sidewalk, building painted and cleaned. Lenon, Street and Alley, No parking signs now placed at Hospital. Petition to open alley between California and Oregon Streets held in Committee for further study. , Finance Chairman Homuth reported all claims audited and moved payment be allowed, seconded and carried. Homuth, reporting for special Insurance Committee, recommended a survey be made by a special company agent. Moved by Homuth this action be authorized. Seconded and carried. Homuth for Safety Committee: In view of only two bids received for the economy bus, and only one qualifying, recommended re-adventising at later date and so moved. Seconded by Roberts and carried. Moved by Homuth that the intersection at Second Street East and Woodland Ave. be made a 3 way stop and a concrete island be placed at intersections. Seconded by Smyser and carried. Mrs. Bemis presented petition to name section of street at right angles to and joining south end of College Ave. "Bemis Street". Referred to Street and Alley Committee. John Cusick, representing Junior Chamber of Commerce, asked for the use of Woodland Park for Go -Cart races next July. Referred to Park and Recreation Committee. Bob Engelbach requested Council consider Court House Park site for Youth Center building. Referred to Recreation Committee. Gilbert Spear, for Montana Pilots Association, proposed re -locating run way at Airport to improve and increase use of Airport for small planes. James Nelson, for Plumbers' Union, asked that the installing and maintenance of customer service connections and laying of new water mains now done by Water Dept. crews be turned over to local plumbing shops. Referred to Seder and Water Committee. Following bids were opened for purchase of new one -ton truck for Water Dept. Carey Motor Company Ford $2,762.51 Flathead Motor Sales Chevrolet 2,817.00 Manions International 3,840.80 Bids were referred to Sewer -Water Committee with power to act. Seconded'by Smyser and carried. Resolution No. 2450, authorizing certain City Officials to enter hank safety deposit box, was passed on motion of Smyser, seconded and carried on roll call vote. Canvas of the election held August 29th on granting a franchise to Montana Power Company for distribution of gas was made by the Council with the result found to be correct as follows: For Against Ward One 273 35 Ward Two 160 17 Ward Three 169 14 Ward Four 248 11 Total 850 77 Moved by Homuth that the following bonds be approved: - Glen W.
